Shameful that till now Soi Lek dare not release debate transcript, says Guan Eng

Selangor MCA’s police report against me yesterday only highlights MCA’s desperation to cover up MCA President Chua Soi Lek’s performance of making personal attacks, lies and divisive tactics during the historic Mandarin debate on 18.2.2012 “Is The 2-party system becoming a 2-race system”?
Making another 10 or 100 police reports against me by Selangor MCA can not hide the fact that Chua has so far refused to release his own debate transcripts in Bahasa Malaysia and English.
Shy to release transcript
Chua Soi Lek’s refusal to release his own debate transcript in Bahasa Malaysia and English will only prove to non-Chinese speaking Malaysians that he focused on making personal attacks, lies and adopted divisive tactics during the historic Mandarin. Not only did Chua made personal attacks against me during the historic debate on 18.2.2012, even his predecessor Datuk Seri Ong Tee Keat was also not spared.
I had refused to trade personal insults or indulged in personal attacks with Chua during the debate as I believed that a debate should be a contest of ideas, ideals and principles. Chua knows releasing his own debate transcripts will only expose himself as indulging in baseless personal attacks against me as well as Ong Tee Keat. Worse Chua will also be exposed for his divisive tactics and lies against the record of PR.
Star newspaper caught lying
MCA and Chua are using their control over the BN mass media to whitewash Chua’s personal attacks and twist the outcome of the debate into lies. Even the Star was compelled to apologise to me in their enthusiasm to whitewash Chua’s performance. Facts and figures do not lie. Let the debate transcripts speak for themselves.
In the interests of historical veracity, Chua should emulate what I have done by releasing the debate transcripts in Bahasa Malaysia and English for the benefit of non-Chinese speaking Malaysians. Yesterday I have released my debate transcripts in Bahasa Malaysia. Today I release my debate transcripts in English which clearly showed that unlike Chua I did not launch any personal attacks against Chua’s past or record.

Introduction, Lim Guan Eng:
First of all, I would like to thank the organisers for this live televised debate. Televised debates mark a new chapter in Malaysian political democracy because it is an important element in the democratisation process. I hope that from today onwards, televised debates will be a common phenomenon in the Malaysian democratic system just like in Europe and the United States.
Thus, I believe what Malaysians really want to see is a debate between Prime Minister Datuk Seri Najib Tun Razak and Opposition Leader Datuk Seri Anwar Ibrahim, to see who really deserves to be Prime Minister.
Whoever isn’t brave enough to debate, don’t hope to think of becoming Prime Minister.
Chua suggested that DAP is being used by PAS. If we observe UMNO amongst the Malays, UMNO claims that PAS is being used by DAP. Therefore, I believe this self-contradictory statement is a dirty tactic employed by BN. I wish to stress here that Pakatan Rakyat component parties, be it PAS, PKR or DAP, we never use each other. We are only prepared to be “used” by the people! At the same time, we are also not anti-Malay or even anti-non-Malay; we are merely against a government that is riddled with corruption!
I feel that today’s theme, “Is A Two-Party System Becoming a Two-Race System?”, is quite strange. Because, there already exists a two-race system at the present moment, and we want to change it into a two-party system. This two-race system, which is BN’s long-held ideology since Independence until now, has BN dividing the people into Malays and non-Malays, this is a ‘divide-and-rule’ strategy. The Deputy Prime Minister Tan Sri Muhyiddin Yassin had had said, “I am a Malay first, then only a Malaysian.” Is this 1Malaysia or is this Bluff(Tipu) Malaysia? This is indeed a two-race system.
On the other hand, a two-party system is premised on ideology, ideals and principles, without racial discrimination because we are all Malaysians.
In BN, UMNO only takes care of the Malays, MCA only takes care of the Chinese, MIC only takes care of the Indians, Gerakan... I don’t know takes care of who???.... That’s BN with their “you take care of your race, I take care of my race”. That is a two-race system! Conversely, in a two-party system, we are all brothers and sisters, we take care of each other; every Malaysian is part of one big family!
UMNO always proclaims “Malay Supremacy”. Does the MCA not see this, hear this or feel this, and thus are not brave enough to stand up to them? Hence, we still hear that the Chinese are immigrants(pendatang) and do not deserve equal rights.
PR is different from BN. We don’t want “Malay Supremacy”, what we want is “Rakyat(People) Supremacy”! Anwar not only speaks about “Rakyat Supremacy” in front of non-Malays, but he also says the same thing to the Malays. Will UMNO leaders dare to stop proclaiming “Malay Supremacy” and instead support “Rakyat Supremacy”.
When the people or PR leaders expose abuse of power or corruption and question the Police or the Malaysian Anti-Corruption Commission, we are accused of challenging the Malay institutions – this is a two-race system, because corruption does not discriminate against the colour of one’s skin. The late Ahmad Sarbaini, the customs officer who lost his life, is he not a human being?
Pakatan Rakyat wants to abolish corruption, BN wants corruption. PR wants to ensure leaders who are honest and a government that is clean, including public declaration of assets of government leaders, open tenders, now this is a two-party system! Most importantly, the real corrupt officers must be caught, and not slandering the poor innocent Teoh Beng Hock.
My opponent always says: “Other races become government, Chinese become opposition”. This is totally wrong. In truth, “BN MCA becomes opposition, PR DAP becomes government” is what worries MCA. Not only does the Chinese support PR to bring change, the Malays do so as well, if not PR would not have been able to gain 40% Malay support and the political tsunami would not have happened. Without the political tsunami I believe I would not have the opportunity to stand here as the Chief Minister of Penang and Chua would not have the chance to become the President of the MCA.
In a democratic system, a two-party system requires alternating governments. Let the BN fall and become the opposition, let PR rise to become the government. If PR does not rule well, then the people have the right to change again after five years. This is a two-party system, with alternating parties ruling, only then will the people have a better life.
Question from the moderator:
The Chinese community have welcomed a two-party system since 1980. If we refer to the 2008 results, the amount of votes given to BN and PR are about the same. This shows that half the people are happy with BN while the other half harbour hopes for PR. Does this mean that both parties have achieved a two-party system? How would your party seek to win the other half?
Answer from LGE:
If PR is given the chance to rule, our policy will bring benefits to the people. Today, inflation is rising, our income is not enough to make ends meet. We want to reduce the people’s burden. If we become government, we will abolish the North-South Expressway and the Penang Bridge tolls. We will also increase oil royalties from 5% to 20% for Sabah and Sarawak.
I know, since Penang gave RM100 to senior citizens every year, BN has copied. Not only BN has copied, MCA too has copied. So, besides thanking Chua, they(MCA members) should also thank the Penang State Government. If we take power at the federal level, we wish to inform all 2.1 million senior citizens in the country that we promise to give RM1,000 every year. These are the benefits of alternating governments.
They are judged on their policies. We want to become a policy state not a police state.
Answers for the Q&A session:
LGE: Was that Perak Exco Ma Han Soon? I think we all know that when PR was the government in Perak, it was PR which started the initiative to grant land to schools and permanent land titles to new village residents and the poor. However, since BN became government, this has been abolished. Because of that, I feel that you have no right to question anyone.
On the question of the Penang State Government making empty promises, I wish to stress that we have fulfilled all our election promises. On why the Sungai Nyior toll has not been abolished, we must remember that this is under the power of the Federal Government. We have not taken over the Federal Government, so be patient.... When we have taken over the Federal Government, of course we will abolish it, as well as the North-South Expressway and the Penang Bridge tolls.
However, even though we have not abolished the Sungai Nyior toll, we have built a road to bypass the toll plaza, so it is the same, no need to pay toll.
The success of Penang, I believe has been proven. After March 2008, everyone can see, touch and feel the changes that have happened. In Peninsular Malaysia, the first dual lingual road signs in Chinese were erected in Penang. The first Tamil road signs in Malaysia are also in Penang. For the first time in Penang, we also have road signs in Arabic, all due to the success of the PR Government. Penang’s success in combating corruption is also notable, resulting in praise from Transparency International. If there are people who are guilty, we will not let them get off scot-free, and the fact the Penang has zero corruption has been recognised by an international organisation. When we say we don’t take money, we don’t take money. Thank you.
Questions to each other:
CSL: We hear populist policies, giving RM100, abolish this, abolish that... Can you, on this stage, tell us what is the community development and economic model of Pakatan Rakyat so that Malaysia can escape the low-income trap and achieve high income status, including implementing the promises in the Buku Jingga?
LGE: I believe this is the difference between myself and Chua. He is not anxiously concerned about corruption, while I am very anxiously concerned about corruption. We need to have a framework for administrating the country’s affairs. What is the plan to bring economic development? I wish to use the Penang model as an example.
This is the result of the Penang Pakatan Rakyat State Government’s practice of “money makes money”. This system stresses four key aspects. First, “money raise money” through cooperation between the private and public sectors (Public Private Partnerships) in executing development projects. Secondly is “money earns money” through an open tender system, the State Government can cut costs. Third is “money creates money” through innovation and creativity. Finally, “money saves money”. If we don’t take money, for sure there will always be money to be saved.
Therefore, the Penang State Government has enjoyed a budget surplus every year for four years, and is able to give back to the people through our Senior Citizens Programme with RM 100 every year, and RM1,000 one-off to beneficiaries of senior citizens who pass away.
Even newborn babies get RM200 under our Golden Child Programme. When Barisan Nasional was ruling Penang, not a single sen was given, but with the principle of “money makes money”, we have given benefits to the people of Penang, and this is actually an anti-corruption dividend!
In addition to that, in Malaysia, I believe that if we abolish corruption, we will be able to save a lot of money and give back to the people. This is our promise, Penang is the best proof! If we dare to fight corruption, we will definitely have money. Thank you.
Answers to the Q&A and Conclusion, LGE:
First of all, I would like to rebut certain accusations that the Penang State Government has not given land to Chinese schools. I feel this is not only lying to yourself but also lying to others. This is because we have proof, even the schools can verify that the Pakatan Rakyat Government has given land. Don’t forget, the Pakatan Rakyat State Government has now institutionalised allocations to all school streams, not just Chinese schools, also Tamil schools, Sekolah Agama Rakyat or religious schools and private Chinese schools. Before, there was nothing, and now they receive yearly allocations.
Here, I would like to make a plea to all Malaysians. Be brave enough to change, we must not surrender our destiny to fate. We deserve equal opportunities. No longer must we kneel down and beg. We must boldly rise up with dignity to seek change! We do not want to be lied to anymore, change now! Look, the MCA President too has changed, for the first time he is debating with the Rocket. But this debate is not as important as whether MCA dares to say “No” to UMNO?
Why say “No” to UMNO? Because UMNO uses racial and religious sentiments, including supporting PERKASA to inflame and divide the people! Secondly, UMNO abuses laws that impinge upon human rights. UMNO condones corruption, Shahrizat’s case with the cows is only the tip of the iceberg. Even more serious, in the last 10 years, RM1 trillion of illicit funds (corruption money) has been illegally taken out of the country. How do we account for this? This is why we want a two-party system.
As what the former MCA President Ong Tee Keat described MCA’s cooperation with UMNO. He said, “Before at least MCA could eat the leftovers dishes on the table, but now the best they can hope for are the breadcrumbs.”
Many Malays have not enjoyed the fruits of development of this country. They don’t get RM250 million to raise cows, because most of the “good fruits” have been eaten by BN cronies leaving to the people only the “dead” fruits.
The problems faced by the Chinese community, I believe everyone knows there are many problems. Besides the problem of the private school certificates (UEC) not being recognised, Chinese schools do not get enough allocation funds, teachers who are not proficient in Chinese are sent to Chinese schools, there are also problems with temporary teachers that have not been resolved. But issues of unequal access to the economy and jobs, I believe are not only faced by the Chinese, but also by other races. That is why we have to take this chance to work together with the other races to bring about change.
What we stress now is about the future of our children. The future of my generation has already been robbed by BN for 50 years, don’t let our children’s future be robbed as well. Therefore, we are awaiting the chance to change.
This morning before I came, I told my daughter that if given the chance, I would like to be the voice of her generation. I hope to provide policies that will enable you to live here and not to migrate. We must give importance to talent. Remember, only by appreciating, emphasising and choosing talent can the future of Malaysia be bright and prosperous.
Look at South Korea, in 1970, their average per capita income was only USD260 in 1970 Malaysia was better, we had USD380 then. However, South Korea has now surpassed Malaysia. Now, our average income is USD7,760 while South Korea has reached USD20,000! Why has South Korea become a high income nation while Malaysia has failed? The main factor is that South Korea is a democratic country, practices a two-party system, has an alternating change of government. Therefore, if we want to change, if we want Malaysia to become a high income nation, we must be brave to rise up for change, we must be brave to realise a two party system. This path is not easy, but I wish to remind everyone, our cooperation with PAS, PKR is based on a written manifesto. It has been announced in public, PAS has their ideology, DAP has our ideology, but don’t forget, PAS has never caused the death of a single Chinese. Let us be strong, will ourselves to change. Even though the path may be difficult, but for the sake of our younger generation, we must complete this journey of change!

雪州马华昨天报警对付我，主要是要掩护马华总会长蔡细历在历史性的2月18日"两线制是否会成为两种族制？"的华文辩论中，其实只会做出人身攻击、说谎及使用分化的伎俩。即使马华雪州报警10次或100次来对付我，也掩盖不了蔡细历至今仍然拒绝公布其马来文及英文手抄本译本。
蔡细历拒绝公布其辩论马来文及英文手抄译稿，将只会在不谙华语的大马人面前曝露他在历史性的"两线制是否会成为两种族制？"的华文辩论中，其实只会做出人身攻击、说谎及使用分化的伎俩。他在辩论会上不只对我人身攻击，就连他马华前任总会长翁诗杰也无法幸免。
我在与蔡细历辩论的时候，拒绝使用污辱个人及放纵的人身攻击，因为我相信辩论理应是思想、理念与原则的竞赛。蔡细历深知公布其辩论中的言论，只会曝露他大肆毫无根据的对我及翁诗杰作出人身攻击。更糟的是也将曝露他的分化伎俩及针对民联政绩所制造的谎言。
马华及蔡细历使用国阵控制的媒体替蔡细历漂白及将辩论的结果扭曲成谎言。就连星报也已经因为竭尽所能的漂白蔡细历的表现，被迫向我道歉。事实与数据是不会说谎的，就让辩论手抄本道尽事实真相。
为了维护这具历史性时刻的真相，蔡细历应该仿效我所为，公布他本身的马来文及英文手抄译稿，以飨不谙华语的大马人阅读。昨天，我已经公布了我的辩论马来文手抄译稿，今天我将公布英文的版本，以证明我在辩论中没有对蔡细历的过去及事迹作出任何人身攻击。

槟州首席部长林冠英与马华总会长拿督斯里蔡细历医生辩论：
辩题：两线制会否成为两种族制？
首先，我感谢主办当局主办电视辩论，开创马来西亚民主政治的新里程碑，电视辩论是民主进程的重要部分，我希望从今天开始，电视辩论将能像欧美国家一样，成为大马民主的常态。
因此我认为，全马来西亚的观众想要见证的，不只是我们今天辩论的，想要见证的是首相纳吉跟安华的辩论，谁不敢辩论的话，就别想当首相。
蔡总有提到说行动党是被回教党利用，但是如果大家有注意到，在马来选区，巫统时常讲，回教党被行动党利用。我相信这就是国阵的技俩和肮脏手段。
我在这里要强调，在民联，不管是行动党、回教党或公正党，我们没有互相利用，我们只是准备被人民利用罢了。我们没有反马来人，也没有反非马来人，我们只是反贪污腐败。
今天的辩题"两线制会否成为两种族制"，其实我感觉到这个主题有点奇怪，因为现在已经是两种族制了，我们要把它变成两线制。但他却倒转过来讲。
两种族制就是国阵治理大马的理念和精神，看看国阵，从独立到今天，就是把国民区分为"马来人"和"非马来人"，这就是分而治之。副首相慕尤丁说，"我是马来人优先，才是马来西亚人。"难道，"一个马来西亚"是这样的咩？这个根本是欺骗马来西亚人，这就是两种族制！
相反的，两线制是为理念、为理想及原则，不分种族，大家都是马来西亚人。
在国阵，巫统只顾马来人，马华只顾华人，印度国大党只照顾印度人，民政党呢--- 不知道在顾什么人。。。国阵就是你照顾你的种族、我照顾我的种族，这就是两种族制！
相反的，两线制是四海之内皆兄弟，大家互相照顾，每个马来西亚人都是一家人。
巫统时常喊"马来主权"，难道马华看不到，听不到，感觉不到，因此不敢阻止。结果我们看作是"寄居"的，没有权力住在马来西亚。
民联与国阵不同，我们不认同"马来主权"，我们赞同的是"人民主权"。安华不只是对非马来人社会，也敢敢在马来社会高喊"人民主权"，我不知道，任何巫统领袖，能不能够不喊马来主权，喊人民主权？
当人民或民联揭发贪污滥权，质疑警方与反贪委员会没有采取行动，却被攻击为挑战马来人机构，这就是两种族制！因为贪污是不会有肤色歧视的。Ahmad
Sabaini，那个关税局的官员，不是人吗？
民联肃贪，国阵要贪。民联会确保清廉领袖及廉洁政府，包括公布财产、公开招标，这才是两线制！最重要的是抓真正的贪官，而不是冤枉无辜的赵明福。
我的对手常说，"他族在朝、华族在野"。这是错的。其实是："国阵马华在野，民联火箭在朝"才是马华最担心的事。现在，不只是华人支持民联改朝换代，马来人也一样，如果是获得少过４０％马来人支持，根本没可能会有政治海啸。我相信，我也不会站在槟城成为当首席部长，蔡总也不会当总会长啦。
在一个民主制度，两线制就是要政党轮替，让国阵下台做反对党，让民联上台做政府!
如果民联做不好，五年后，让人民也有权利换政府！这个才是两线制！政党轮替，大家过更好的日子！
回答主持人问题：
我们谈两线制就是要政党轮替，如果说马华做不好，你们下来，让另外一个政党上来。如果这个政党做得不好，也一样拉它下来。而且我们的原则是，如果民联有机会做政府，我们要减轻人民的负担。如果我们做政府，我们就废除南北大道和槟城大桥的过路费。同时，确保给沙巴和砂拉越的石油税增加,
从５％到２０％。我知道，自从槟州开始给１００块制度化拨款给乐龄人士，国阵抄袭。不单单国阵联邦政府抄袭，连马华也抄袭。现在不只是要感谢总会长蔡细历，也要感谢槟城政府啊。如果我们能够执政中央，全马来２１０万的乐龄人士，民联保证每一年制度化给１０００块！政党轮替的好处，就是以政策来衡量，我们要成为政策州（Policy
State），而不是一个警察州（Police State）！
回答民众的问题
大家都知道，民联开始执政霹雳州时，先实行送地养校，同时发给新村居民永久地契和帮助贫穷者，但是自从国阵上台后，就全部被推翻。所以，我认为，马汉顺你没有资格提出质问。
槟州民联政府兑现所有的大选承诺，至于双溪育收费站，大家都知道，这属于联邦政府的权限，让我们有机会执政中央，我们就会废除它。虽然我们无权废除收费站，可是我们建了另一条替代道路，让人民避开收费站，不必须要缴交过路费。
槟城的政绩，308后，大家都可以看到、摸到、感觉到我们做出的改变。在半岛，第一个安装中文双语路牌，就是在槟州。全马来西亚，第一个淡米尔文路牌，也是在槟州；第一次的阿拉伯文路牌，也是民联政府做的。
回答蔡细历的提问：
肃贪这方面，我们最称职，槟州零度贪污，是国际透明组织承认的。没有吃钱，就是没有吃钱。我看这就是我和蔡总的分别，他对贪污不紧张，我就很紧张。
民联有什么计划来带动经济发展，我要拿槟城"四两拨千斤"的经济管理系统，确保槟城年年有财政盈余。什么是"四两拨千斤"？就是钱钱钱钱，第一是"钱筹钱"，邀请私人界参与政府伙伴计划来筹钱，减少开销。"钱赚钱"，就是公开招标，节省开销，槟城的廉政甚至被国际透明组织和国家总稽查司表扬。还有"钱生钱"，以创意革新的方式生钱。最后是"钱省钱"，只要不"吃钱"就能省钱"，找更多的钱来惠及人民。
这4年来，四两拨千斤的"钱钱钱钱"，使到槟城每一年赚钱，我们能够回馈乐龄人士每年100令吉、逝世后继承人1000令吉、宝贝计划200令吉等等。国阵执政槟州一分钱都没给，但是现在四两拨千斤的管理，我们能够让人民受惠，因为他们获得反贪污的红利。
如果我们能够肃贪，真正肃贪而不是越肃越贪，我相信我们能够省更多钱，槟城是最好的证明。我们如果敢敢肃贪，我们一定有钱拿。谢谢。
总结
首先我要针对一些指责说槟州政府没有批地给华小，我看这是自欺欺人。因为这个是有证据，而且学校也能够证实。不要忘记槟州政府现在是制度化拨款给各源流学校，除了华小、淡小、人民宗教学校，还有独中。之前根本没有，现在确实每一年有获得拨款。
我在这边，我要呼吁全马人民，有勇气改变，我们不应该认命。我们有权力享受平等的对待的机会，我们不应该再跪下来求，而是要勇气、有尊严的站起来求变。我们不要再被骗，现在就要改变。你看，连马华总会长也要改变噢，第一次跟火箭辩，当然是辩论的辩。可是跟火箭辩论不重要，重要的是，马华敢不敢跟巫统说"不"？
为什么要跟巫统说不？
因为
1.这些年来，巫统通过种族和宗教情绪，包括支持极端的Perkasa来煽动和分裂人民
2.这些年，巫统通过滥权和违反人权的法令
3.这些年，巫统通过巫统贪污腐败，莎大姐的养牛事件只不过是冰山一角。更严重的是，这10年来，有超过一兆令吉的黑钱被偷偷拿出国。这个跟人民怎样算？
因为，好像前总会长翁诗杰承认，在马华和巫统合作下，以前最少马华还能够跟巫统同一桌吃饭的时候，能够吃到剩下来的菜，现在最多啊（为了）要吃饱，只是希望能够拾到面包屑。
许多马来人也无法享有国家发展的果实，没有2亿5千万令吉来养牛，因为太多的果实被国阵的朋党吃掉，人民只能排排坐，吃白果！
所以华社面对的问题，我相信大家也知道，华社面对的问题一箩筐，天知地知，你也知我知，华社的问题是什么。除了统考不被承认，华小拨款不足、不谙华文的教师被调去华小教书、还有临教的问题到现在还没有获得解决，所以这些经济就业教育的不平等对待，我相信不是单单华裔面对，我们友族也时面对，所以我们应该趁这个机会，跟友族联和在一起，敢敢带动改变。
我们现在要重视的是，我们要确保我们孩子的将来。我们的将来已经给国阵抢掉剥夺50年，不要让我们的孩子同样被剥夺，所以我们正在等这个机会。
今天早上，我还没来之前，我跟我女儿讲，如果有机会，我要成为你们这一代年轻人的喉舌。希望我们有开明开放的政策让你们留下来，不要你们再外流。（我们要）重视人才，不要只是重视木材，记得，只有重才、惜才、选秀才，马来西亚才能发大财啊。
看看韩国，韩国1970年比马来西亚差，它的总平均收入（人均收入）只是260美元，在1970年马来西亚还比韩国好（有）380美元，但是现在不是单单韩国追上来（还）超越马来西亚，现在马来西亚7千760美元，韩国已经是两万（美元）啊！

Selangor MCA’s police report against me yesterday only highlights
MCA’s desperation to cover up MCA President Chua Soi Lek’s performance
of making personal attacks, lies and divisive tactics during the
historic Mandarin debate on 18.2.2012 “Is The 2-party system becoming
a 2-race system”? Making another 10 or 100 police reports against me
by Selangor MCA can not hide the fact that Chua has so far refused to
release his own debate transcripts in Bahasa Malaysia and English.
Chua Soi Lek’s refusal to release his own debate transcript in Bahasa
Malaysia and English will only prove to non-Chinese speaking
Malaysians that he focused on making personal attacks, lies and
adopted divisive tactics during the historic Mandarin. Not only did
Chua made personal attacks against me during the historic debate on
18.2.2012, even his predecessor Datuk Seri Ong Tee Keat was also not
spared.
I had refused to trade personal insults or indulged in personal
attacks with Chua during the debate as I believed that a debate should
be a contest of ideas, ideals and principles. Chua knows releasing his
own debate transcripts will only expose himself as indulging in
baseless personal attacks against me as well as Ong Tee Keat. Worse
Chua will also be exposed for his divisive tactics and lies against
the record of PR.
MCA and Chua are using their control over the BN mass media to
whitewash Chua’s personal attacks and twist the outcome of the debate
into lies. Even the Star was compelled to apologise to me in their
enthusiasm to whitewash Chua’s performance. Facts and figures do not
lie. Let the debate transcripts speak for themselves.
In the interests of historical veracity, Chua should emulate what I
have done by releasing the debate transcripts in Bahasa Malaysia and
English for the benefit of non-Chinese speaking Malaysians. Yesterday
I have released my debate transcripts in Bahasa Malaysia. Today I
release my debate transcripts in English which clearly showed that
unlike Chua I did not launch any personal attacks against Chua’s past or record.

Introduction, Lim Guan Eng:
First of all, I would like to thank the organisers for this live
televised debate. Televised debates mark a new chapter in Malaysian
political democracy because it is an important element in the
democratisation process. I hope that from today onwards, televised
debates will be a common phenomenon in the Malaysian democratic system
just like in Europe and the United States.
Thus, I believe what Malaysians really want to see is a debate between
Prime Minister Datuk Seri Najib Tun Razak and Opposition Leader Datuk
Seri Anwar Ibrahim, to see who really deserves to be Prime Minister.
Whoever isn’t brave enough to debate, don’t hope to think of becoming
Prime Minister.
Chua suggested that DAP is being used by PAS. If we observe UMNO
amongst the Malays, UMNO claims that PAS is being used by DAP.
Therefore, I believe this self-contradictory statement is a dirty
tactic employed by BN. I wish to stress here that Pakatan Rakyat
component parties, be it PAS, PKR or DAP, we never use each other. We
are only prepared to be “used” by the people! At the same time, we are
also not anti-Malay or even anti-non-Malay; we are merely against a
government that is riddled with corruption!
I feel that today’s theme, “Is A Two-Party System Becoming a Two-Race
System?”, is quite strange. Because, there already exists a two-race
system at the present moment, and we want to change it into a
two-party system. This two-race system, which is BN’s long-held
ideology since Independence until now, has BN dividing the people into
Malays and non-Malays, this is a ‘divide-and-rule’ strategy. The
Deputy Prime Minister Tan Sri Muhyiddin Yassin had had said, “I am a
Malay first, then only a Malaysian.” Is this 1Malaysia or is this
Bluff(Tipu) Malaysia? This is indeed a two-race system.
On the other hand, a two-party system is premised on ideology, ideals
and principles, without racial discrimination because we are all
Malaysians.
In BN, UMNO only takes care of the Malays, MCA only takes care of the
Chinese, MIC only takes care of the Indians, Gerakan... I don’t know
takes care of who???.... That’s BN with their “you take care of your
race, I take care of my race”. That is a two-race system! Conversely, in a two-party system, we are all brothers and sisters, we
take care of each other; every Malaysian is part of one big family!
UMNO always proclaims “Malay Supremacy”. Does the MCA not see this,
hear this or feel this, and thus are not brave enough to stand up to
them? Hence, we still hear that the Chinese are immigrants(pendatang) and do not deserve equal rights.
PR is different from BN. We don’t want “Malay Supremacy”, what we want
is “Rakyat(People) Supremacy”! Anwar not only speaks about “Rakyat
Supremacy” in front of non-Malays, but he also says the same thing to
the Malays. Will UMNO leaders dare to stop proclaiming “Malay
Supremacy” and instead support “Rakyat Supremacy”.
When the people or PR leaders expose abuse of power or corruption and
question the Police or the Malaysian Anti-Corruption Commission, we
are accused of challenging the Malay institutions – this is a two-race
system, because corruption does not discriminate against the colour of
one’s skin. The late Ahmad Sarbaini, the customs officer who lost his
life, is he not a human being?
Pakatan Rakyat wants to abolish corruption, BN wants corruption. PR
wants to ensure leaders who are honest and a government that is clean,
including public declaration of assets of government leaders, open
tenders, now this is a two-party system! Most importantly, the real
corrupt officers must be caught, and not slandering the poor innocent
Teoh Beng Hock.
My opponent always says: “Other races become government, Chinese
become opposition”. This is totally wrong. In truth, “BN MCA becomes
opposition, PR DAP becomes government” is what worries MCA. Not only
does the Chinese support PR to bring change, the Malays do so as well,
if not PR would not have been able to gain 40% Malay support and the
political tsunami would not have happened. Without the political
tsunami I believe I would not have the opportunity to stand here as
the Chief Minister of Penang and Chua would not have the chance to
become the President of the MCA.
In a democratic system, a two-party system requires alternating
governments. Let the BN fall and become the opposition, let PR rise to
become the government. If PR does not rule well, then the people have
the right to change again after five years. This is a two-party
system, with alternating parties ruling, only then will the people
have a better life.
Question from the moderator:
The Chinese community have welcomed a two-party system since 1980. If
we refer to the 2008 results, the amount of votes given to BN and PR
are about the same. This shows that half the people are happy with BN
while the other half harbour hopes for PR. Does this mean that both
parties have achieved a two-party system? How would your party seek to
win the other half?
Answer from LGE:
If PR is given the chance to rule, our policy will bring benefits to
the people. Today, inflation is rising, our income is not enough to
make ends meet. We want to reduce the people’s burden. If we become
government, we will abolish the North-South Expressway and the Penang
Bridge tolls. We will also increase oil royalties from 5% to 20% for
Sabah and Sarawak.
I know, since Penang gave RM100 to senior citizens every year, BN has
copied. Not only BN has copied, MCA too has copied. So, besides
thanking Chua, they(MCA members) should also thank the Penang State
Government. If we take power at the federal level, we wish to inform
all 2.1 million senior citizens in the country that we promise to give
RM1,000 every year. These are the benefits of alternating governments.
They are judged on their policies. We want to become a policy state
not a police state.
Answers for the Q&A session:
LGE: Was that Perak Exco Ma Han Soon? I think we all know that when PR
was the government in Perak, it was PR which started the initiative to
grant land to schools and permanent land titles to new village
residents and the poor. However, since BN became government, this has
been abolished. Because of that, I feel that you have no right to
question anyone.
On the question of the Penang State Government making empty promises,
I wish to stress that we have fulfilled all our election promises. On
why the Sungai Nyior toll has not been abolished, we must remember
that this is under the power of the Federal Government. We have not
taken over the Federal Government, so be patient.... When we have
taken over the Federal Government, of course we will abolish it, as
well as the North-South Expressway and the Penang Bridge tolls.
However, even though we have not abolished the Sungai Nyior toll, we
have built a road to bypass the toll plaza, so it is the same, no need
to pay toll.
The success of Penang, I believe has been proven. After March 2008,
everyone can see, touch and feel the changes that have happened. In
Peninsular Malaysia, the first dual lingual road signs in Chinese were
erected in Penang. The first Tamil road signs in Malaysia are also in
Penang. For the first time in Penang, we also have road signs in
Arabic, all due to the success of the PR Government. Penang’s success
in combating corruption is also notable, resulting in praise from
Transparency International. If there are people who are guilty, we
will not let them get off scot-free, and the fact the Penang has zero
corruption has been recognised by an international organisation. When
we say we don’t take money, we don’t take money. Thank you.
Questions to each other:
CSL: We hear populist policies, giving RM100, abolish this, abolish
that... Can you, on this stage, tell us what is the community
development and economic model of Pakatan Rakyat so that Malaysia can
escape the low-income trap and achieve high income status, including
implementing the promises in the Buku Jingga?
LGE: I believe this is the difference between myself and Chua. He is
not anxiously concerned about corruption, while I am very anxiously
concerned about corruption. We need to have a framework for
administrating the country’s affairs. What is the plan to bring
economic development? I wish to use the Penang model as an example.
This is the result of the Penang Pakatan Rakyat State Government’s
practice of “money makes money”. This system stresses four key
aspects. First, “money raise money” through cooperation between the
private and public sectors (Public Private Partnerships) in executing
development projects. Secondly is “money earns money” through an open
tender system, the State Government can cut costs. Third is “money
creates money” through innovation and creativity. Finally, “money
saves money”. If we don’t take money, for sure there will always be
money to be saved.
Therefore, the Penang State Government has enjoyed a budget surplus
every year for four years, and is able to give back to the people
through our Senior Citizens Programme with RM 100 every year, and
RM1,000 one-off to beneficiaries of senior citizens who pass away.
Even newborn babies get RM200 under our Golden Child Programme. When
Barisan Nasional was ruling Penang, not a single sen was given, but
with the principle of “money makes money”, we have given benefits to
the people of Penang, and this is actually an anti-corruption
dividend!
In addition to that, in Malaysia, I believe that if we abolish
corruption, we will be able to save a lot of money and give back to
the people. This is our promise, Penang is the best proof! If we dare
to fight corruption, we will definitely have money. Thank you.
Answers to the Q&A and Conclusion, LGE:
First of all, I would like to rebut certain accusations that the Penang State Government has not given land to Chinese schools. I feel
this is not only lying to yourself but also lying to others. This is
because we have proof, even the schools can verify that the Pakatan
Rakyat Government has given land. Don’t forget, the Pakatan Rakyat
State Government has now institutionalised allocations to all school
streams, not just Chinese schools, also Tamil schools, Sekolah Agama
Rakyat or religious schools and private Chinese schools. Before, there
was nothing, and now they receive yearly allocations.
Here, I would like to make a plea to all Malaysians. Be brave enough
to change, we must not surrender our destiny to fate. We deserve equal
opportunities. No longer must we kneel down and beg. We must boldly
rise up with dignity to seek change! We do not want to be lied to
anymore, change now! Look, the MCA President too has changed, for the
first time he is debating with the Rocket. But this debate is not as
important as whether MCA dares to say “No” to UMNO?
Why say “No” to UMNO? Because UMNO uses racial and religious
sentiments, including supporting PERKASA to inflame and divide the
people! Secondly, UMNO abuses laws that impinge upon human rights.
UMNO condones corruption, Shahrizat’s case with the cows is only the
tip of the iceberg. Even more serious, in the last 10 years, RM1
trillion of illicit funds (corruption money) has been illegally taken
out of the country. How do we account for this? This is why we want a
two-party system.
As what the former MCA President Ong Tee Keat described MCA’s
cooperation with UMNO. He said, “Before at least MCA could eat the
leftovers dishes on the table, but now the best they can hope for are
the breadcrumbs.”
Many Malays have not enjoyed the fruits of development of this
country. They don’t get RM250 million to raise cows, because most of
the “good fruits” have been eaten by BN cronies leaving to the people
only the “dead” fruits.
The problems faced by the Chinese community, I believe everyone knows
there are many problems. Besides the problem of the private school
certificates (UEC) not being recognised, Chinese schools do not get
enough allocation funds, teachers who are not proficient in Chinese
are sent to Chinese schools, there are also problems with temporary
teachers that have not been resolved. But issues of unequal access to
the economy and jobs, I believe are not only faced by the Chinese, but
also by other races. That is why we have to take this chance to work
together with the other races to bring about change.
What we stress now is about the future of our children. The future of
my generation has already been robbed by BN for 50 years, don’t let
our children’s future be robbed as well. Therefore, we are awaiting
the chance to change.
This morning before I came, I told my daughter that if given the
chance, I would like to be the voice of her generation. I hope to
provide policies that will enable you to live here and not to migrate.
We must give importance to talent. Remember, only by appreciating,
emphasising and choosing talent can the future of Malaysia be bright
and prosperous.
Look at South Korea, in 1970, their average per capita income was only
USD260 in 1970 Malaysia was better, we had USD380 then. However, South
Korea has now surpassed Malaysia. Now, our average income is USD7,760
while South Korea has reached USD20,000!
Why has South Korea become a high income nation while Malaysia has failed? The main factor is that South Korea is a democratic country, practices a two-party system, has an alternating change of government. Therefore, if we want to change, if we want Malaysia to become a high income nation, we must be brave to rise up for change, we must be brave to realise a two party system. This path is not easy, but I wish to remind everyone, our cooperation with PAS, PKR is based on a written manifesto. It has been announced in public, PAS has their ideology, DAP has our ideology, but don’t forget, PAS has never caused the death of a single Chinese. Let us be
strong, will ourselves to change. Even though the path may be difficult, but for the sake of our younger generation, we must complete this journey of change!

The question
What personal questions are employers legally allowed to ask a candidate during a job interview or on a job application? Recently, during a job interview at a hospital, the unit manager asked me if I was single. I answered honestly, but after wondered if that was even legally allowed. Later, while filing out the job application form for the hospital I was asked for my date of birth. I left that blank. How do I answer these personal questions in a job interview?

The answer
You are correct. Asking a job candidate if he or she is single, is indeed illegal. So, too, is asking for your date of birth during the interview process. To issue a T4 slip, employers do need an employee’s social insurance number and date of birth, but those can be obtained once a candidate accepts a position.
Interview questions must always be relevant to the successful performance of a job, and should be asked of every job interview candidate. It is illegal for employers to ask your race, place of origin, citizenship, religion, sexual orientation, age or family status.
Questions for which answers can be used for discriminatory purposes are not permitted. But the way in which a question is asked can often determine whether it is legal, or not. For example:
They can’t ask, “What is your first language?” They can ask what languages you read, speak or write – but, only if it’s related to the job.
They can’t ask if you’re married or single, or if you have or are planning to have children. But they can ask if you can work overtime when needed, if you are available to travel on-the-job, and if you are willing to relocate if necessary.
If you feel uncomfortable to point out that a question may be out of bounds, you can address the issue behind the question, instead. For example, for the question about being single, consider responding as follows: “Are you asking this question because the job may require working overtime, or require out-of-town travel? If so, I am fully able to commit to working outside of the nine-to-five business day when needed.”
Familiarizing yourself with the values of an organization will help you to anticipate and prepare for relevant interview questions. For example, the Canadian Cancer Society has, since the 1990s, made it a policy to hire only non-smokers, given that smoking has been linked to cancer. Certain faith-based organizations may also require that as an employee, you respect and uphold the tenants of their organization, even if you personally practise a different faith.
Do your research, follow your instincts, and search for a company whose culture you fit into, and which also fits your lifestyle.

PEORIA, Ariz. – The sun was still rising when rookie pitcher Forrest Snow arrived at the Seattle Mariners’ spring training camp Wednesday, so there weren’t many fans on hand to see his sartorial splendor.
While most teammates wander in wearing T-shirts, sweatshirts and jeans, Snow showed up this time wearing his usual dress shirt and tie, a dark vest and slacks.
“Look good, play well. That’s the theory,” Snow said. “I want to be a big-leaguer, so I’ll dress like one.”
Snow, 23, jumped from high Class A ball to Triple-A Tacoma last July when the Rainiers needed an arm. Usually, players in that situation fill a role and then are returned to their original team.
“He started a couple of games for us and then we tried to limit his innings and used him in relief,” Tacoma Rainiers manager Daren Brown said. “He pitched well for us, then went to Arizona Fall League and proved it was no fluke.”
In the AFL, the 6-foot-6 Snow, a Seattle native who pitched for the University of Washington Huskies, threw 16 innings and allowed opposing batters a .167 average.
Snow’s locker is alongside those of Taijuan Walker, Dan Hultzen and James Paxton, and the Mariners consider him one of their best young pitching prospects.
There’s no question he’s the best dresser in the group.
“I’d have to get up too early in the morning to tie a tie,” Hultzen said.
“I don’t know how to tie one,” Walker admitted.
“I’d rather wear a tie than a polo shirt,” Snow said. “I started doing it in Tacoma. I was close to home and had the chance to dress up, so I did.
“I was the only pitcher Daren Brown ever had who charted a game from the stands wearing a suit.”
Brown allows the starting pitcher for the next game to sit in the stands and chart the pitches of the starter – and has a rule: They must wear shirts with a collar.
“I looked up in the stands and saw Forrest in a suit and Chris Seddon was sitting beside him and looked terrible,’ Brown said. “I didn’t know whether to fine Seddon for looking to bad or fine Snow for making Seddon look so bad.”
Snow has taken some friendly abuse for being a clothes hound.
“I came in a few times after games and found my clothes hanging from the ceiling,” Snow said. “You know who always laughed and got a kick out of it? Greg (Halman).” (Halman was stabbed to death in November in his native Netherlands.)
This spring, teammates are enjoying each new day with Snow.
“Stephen Pryor claims I have 40 ties,” Snow said, “but it’s more like 15-20.”

What's with the dress code dictums at Technopark?
It is a never-ending debate – whether techies need a dress code or not. The arguments continue as most companies, especially the multi-nationals, at Technopark adhere to strict dress codes, while some new-age ones relax the rules.
Being formally dressed is the accepted norm, with most companies insisting on ‘business formal dressing' from Mondays to Thursdays, for both men and women. For men this, means formal shirts, and trousers, complete with tie, belt, socks, and leather shoes. To be more specific – long-sleeved shirts buttoned at the cuff and neck (half-sleeve shirts, plain or with thin stripes are also allowed) teamed with blazers and trousers of cotton, silk or blended fabric, and belts and shoes that complement each other, socks in a colour lighter than the colour of the trousers and polished shoes!
Some companies, though, relax the rules when it comes to ties. In IBS, for example, ties are not mandatory on Thursdays.
But in companies such as UST Global formal dressing is a must on all working days. Ranjith, an employee with UST Global, says: “Dress code is important for employees whose profile requires personal interaction with the client. It always enhances the personality.”
Some companies advocate ‘business casuals' on Fridays to get the employees in the ‘weekend' mood. “But, the problem is that there isn't a proper definition for the same and this often throws up unpleasant situations. So, we did away with that,” says a senior official with UST Global.
Friday dressing
Says a Human Resources executive of a multinational company, which has laid down some rules on Friday dressing: “It isn't impressive to see an employee walking into the office in sandals, sporting a T-shirt and frayed jeans.” Jeans/casual trousers (not tattered jeans), T-shirts with collars, short kurtas, casual shirts, and sports/formal shoes (not sandals) are sometimes allowed. Shirts with obtrusive colours, floral and loud designs, and trousers in crushed cotton or denim are also discouraged.
Most of the men that MetroPlus contacted complain that women have all the fun, and that's not just on Friday, but throughout the week. “That's because, formal dressing means women can opt for churidhar or salwar kameez, sari or Western formals (formal shirts/blouses with straight skirt/trousers). We don't have a proper definition for Indian formal wear. We can go easy on footwear as well,” says a top woman official with a leading multinational insurance company in Technopark.
But there are certain rules for women too. Open necked T-shirts can be worn only with closed jackets that complement the colour of the trousers/skirt, skirts should be of permissible length, no flowery prints or embroidery on the trousers/skirts, and sari has to be pleated and pinned. Dresses are not allowed in most firms.
Basic personal hygiene is also given a lot of stress. But not every company stops men from growing a stubble, piercing their ear or sporting long hair or women from wearing loud ornaments or accessories.
“Leading firms comply with the dress code because they have a brand tag and so they have to stand by it. There was a time when most management companies were strict on dress code and personal hygiene. But now if you do that the employee might take it as a personal offence. So, instead of giving him/her a dressing down, we just ensure that the employee does a perfect job and doesn't create an unpleasant working atmosphere,” says a senior official with Palnar Transmedia.

Henry Winkler may have hung up Fonzie’s leather jacket over 20 years ago, but that doesn’t mean he hasn’t been busy. The 66-year-old actor has regularly acted, directed and co-authored 17 children books about a boy named Hank Zipzer who suffers from dyslexia, as Winkler does.
And today his schedule is as crammed as ever. Henry Winkler: ‘Ghost Buddy,' and I would unabashedly like people to buy it. This is a brand new series. FOX411: Billy gets bullied at school. Were you bullied?
Winkler: When I was younger and in the bottom 3 percent academically, and I went to a private school with a blue blazer, grey slacks and a tie. I was bullied because I couldn’t keep up. I understand what that is and I understand that you cannot allow yourself to be defined by bullies.
What happens when you are bullied it affects your self image, it affects exactly every action you take and you’re constantly chasing who you think you should be friends with as opposed to the confidence that some kids just have who don’t have to work so hard.
FOX411: Isn’t it ironic that you grew up playing Fonzie the most confident character ever?
Winkler: What was great is I was playing my alter ego, everybody I wanted to be and didn’t manage until a few years ago to align up to become.
The other night I was watching the star of ‘The Artist’ Jean Dujardin on Jay Leno and he said he watched The Fonz and he was his inspiration. It was so cool I didn’t know what to do. I thought to myself how am I going to let him know that my heart soared when I watched his film and I thought on Monday I can call an agent. Over the weekend I got a call from his agency who said, ‘He needs to have dinner with you to thank you for being his friend growing up.’ Isn’t that amazing? So yesterday I went to where he was shooting a ‘Funny or Die’ video and we hugged and we talked about things and he’s going to come over for dinner.

Winkler: Oh my God! It’s so amazing! Really the circle was completed out of the cosmos so quickly my head spun.
FOX411: After a few years Fonzie almost had magical powers. Did you ever think this is a little ridiculous?
Winkler: No. We went, the four boys, myself, Ron (Howard) Anson (Williams) and Don (Most) to Dallas and we made a personal appearance at a department store and 25,000 people came to say hello, and Anson said, ‘Wow do we deserve this?’ and I said, ‘That’s not even the question. They came here, you just say thank you because all I know is they thought it was worth their time to come and say hi and I appreciate it that.’ And I’ve appreciated that ever since I graduated from drama school. I live by two words. One is tenacity and the other is gratitude. Tenacity gets you to your dreams and the gratitude doesn’t allow you to be angry on the journey.

Audit Of Use Of Zimbabwe's Constituency Development Yields First Scalp
HARARE, Feb 23 (BERNAMA-NNN-NEW ZIANA) -- Investigations into the use of the US$50,000 granted to each member of Zimbabwe's Parliament under the Constituency Development Fund have claimed their first scalp with the Member of the House of Assembly for the St Mary's constituency, Marvelous Khumalo, being charge with converting US$27,350 to his personal use.
Khumalo appeared before Magistrate Anita Tshuma at the Rotten Row Court here Wednesday and was remanded out of custody until March 7 on US$300 bail.
St Mary's constituency is in Harare's dormitory town of Chitungwiza and was won on an Movement for Democratic Change (MDC) ticket.
The State, led by Prosecutor David Magwegwe, alleged that some time towards the end of 2010, the government unveiled a Constituency Development Fund (CDF) which was meant to cater for development projects to benefit communities of all the constituencies in the country.
Magwegwe said the purpose, objective and administration of the fund was outlined in the constituency and accounting officers instruction, copies of which were issued to every MP, including Khumalo.
Magwegwe told the court in November 2010, the St Mary's CDF committee opened a bank account at the Metropolitan Bank main branch in Harare.
During the period Nov 12, 2010 to Dec 30 the same year, the Treasury transferred US$50,000 in trances of US$19,000, US$19,000 and US$12,000, respectively into the St Mary's CDF bank account.
On Jan 2, 2011 Khumalo, in his capacity as the MP and chairman of the constituency, allegedly corruptly used some of the money to purchase a Bedford truck from United Tyre Service without the knowledge and approval of both the St Mary's CDF committee and the National Management Committee.
Investigations revealed that Khumalo was hiring out the truck for his personal gain at the expense of the community which never benefited from its use and it was not registered under the constituency.
Magwegwe said between Nov 17, 2010 and Feb 8, 2011 Khumalo made the councillors to sign blank withdrawal slips and he made various withdrawals from the St Mary's CDF account. He withdrew US$5,000 which he converted for his personal use.
When auditors from the Ministry of Constitutional and Parliamentary Affairs went to audit the constituency account, Khumalo produced a quotation from Madedale Enterprise Pvt Ltd which he inscribed the word "receipt" to purport that a payment of US$5,000 was made to the company for sinking of boreholes.
However, investigations by the Zimbabwe Anti-Corruption Commission established that Madedale Enterprise did not sink any boreholes in St Mary's constituency and no payment was made to the company by the St Mary's CDF committee.
Khumalo gave US$3,000 each to five councillors and retained US$3,000 which was meant for Councillor Adam Puzo of Ward 1 who was not present. It is alleged that Khumalo converted the money that was meant for Puzo to his own use.
Magwegwe said during the audit that the Ministry of Constitutional and Parliamentary Affairs carried out Khumalo in a bid to cover up for his offence forged some receipts to prove that the money was used towards the development of the constituency.
Constitutional and Parliamentary Affairs Minister Eric Matinenga recently named 10 MPs who are yet to account for the CDF and said he had since the referred the cases to the Zimbabwe Republic Police and the Anti-Corruption Commission.
