CIC to meet to review Healy's credit-card transactions

The Canton Community Improvement Corp. board will meet Friday to discuss the mayors improper use of a credit card tied to the economic development group.
The seven-member board is scheduled to meet at 9:30 a.m. in the conference room on the eighth floor of City Hall.
Mayor William J. Healy II improperly used a CIC credit card 16 times between July 7 and Aug. 7, according to credit-card statements obtained through a public-records request.
Healy said he mistakenly used the CIC credit card one of three issued and got it mixed up with his personal credit cards. Healy said he was embarrassed by the misstep. In recent weeks, the misuse was discovered by an employee of the community development department. Healy said he wrote checks soon after to KeyBank (for the Platinum Business MasterCard) to cover personal expenses a check for $534.39 and another for $72.03. Healy said the payments also covered a $39 late fee incurred on the credit card.
Purchases were made at several businesses, including Subway restaurant, Dillards, Friendlys Ice Cream, Macys, Speedway, Tilted Kilt Pub & Eatery, Johns Grille, Sunoco, Pat Catans and Sams Club.
BOARD MEETING
The CIC board will review how the credit-card account and the policy regulating its use were established without the oversight of the full seven members, said Law Director Joseph Martuccio.
Also, the board has to analyze those transactions and determine which were properly reimbursable and ratify those, he said.
Tom Burns, an assistant city law director who represents the CIC, believes the credit card account was established without the necessary board approval.
The board never formally was made aware of the existence of the three credit cards and did not approve the policy, he said.

Reinforcing its leading position in specialty surfactants in fast growing markets
Solvay announced today that it has signed an agreement to acquire a controlling interest in Sunshield Chemicals, an Indian company specializing in surfactants, from Amit Choksey Group. This acquisition will enable Solvay`s Novecare business to accelerate growth plans in India for the home and personal care, agrochemicals, coatings and industrial applications markets. Solvay is determined to double its sales in India by 2015.
"This bolt-on acquisition will enable us to speed up our pace of growth in the Indian surfactants market that is currently enjoying double-digit annual growth. With Sunshield Chemicals, we are expanding our existing industrial base in this country and reinforcing our commercial presence in strong growth market segments," explains Emmanuel Butstraen, President of Novecare. Sunshield Chemicals, a company listed on the Bombay Stock Exchange (BSE), generated net sales of INR 943 million (EUR 13.5 million) in its most recent financial year ended March 31, 2012. The price of the acquisition results in a Enterprise Value multiple below 9x the estimated adjusted EBITDA for the current year. This transaction enables Amit Choksey Group to focus more on their other activities in the field of pigments and other related products. The operation, subject to fulfillment of customary conditions and agreements, is expected to be concluded within a period of approximately three months.
This acquisition follows the opening of a major innovation center in Savli (Gujarat State) and further reinforces the Group`s presence and commitment in India. Intuit opens up APIs to its financial data service in US, Canada

Intuit is gearing up to open up its application programming interfaces to its financial data service in the United States and Canada for the first time ever.
The idea behind the open APIs is to spur innovation for developing new personal and small business finance applications from third-party developers.
Essentially, Intuit is offering resources to find what could be the next QuickBooks or Mint.com
The APIs will also offer developers with the opportunity to develop new tailored apps for their respective customers based on data from more than 19,000 sources of personal and business banking, brokerage and investment accounts in North America.
It's important to note that Intuit specifies that technology providers can only create solutions based on data given with customers' permission.
Aaron Patzer, founder of the Intuit-owned personal finance platform Mint, emphasized in prepared remarks about the importance of this kind of information being available to developers as access to reliable financial data is "among the biggest challenges developers face when working to innovate."
"These new APIs will accelerate the pace of development well see at startups looking to create new services for both individuals and businesses," Patzer continued.
The small business software provider asserts that this is a big move for the company as it is touted to be a win-win situation for both Intuit and its customer base. Specifically, customers should win thanks to more offerings tailored to them by leveraging data while Intuit is boasting to be improving the cost for developers seeking to access this data.
The open APIs to Intuits financial data service will start rolling out on a limited basis in October through the Intuit Partner Platform. Up until now, this platform has only offered QuickBooks data.

Royal Dutch Shell (NYSE: RDS-A)with its' partnersMarathon Oil(NYSE: MRO)andChevron (NYSE: CVX)recently announcedthe construction of a major carbon capture and storage project in Alberta, Canada.The facility will be used to remove more than 1 million tonnes of C02 per year from an upgrader facility.The Alberta oil sands will become one of the biggest domestic supplies of crude oil in North America. This large resource base is commonly criticized for its' damage to the environment. Among other factors it produces a large amount of CO2. One of the objections to the Keystone XL pipeline by environmentalists was the amount of C02 produced by the oil sands. As opposed to regular oil wells the extraction process for the oil sands is much more energy intensive. Traditional oil sands production requires that a layer of top soil be removed and then large amounts of oily sand are transported for processing. The Athabasca Oil sands are still a major part of the America's energy mix. They produce 1.3 million barrels of oil per day and there are plans to significantly increase production.
The development of this carbon capture project is important for the long term development of the oil sands. With global warming becoming evident throughout the globe nations are slowly starting to work towards reducing climate change. With the oil sands labeled as one of the worst energy sources on a pollution basis there is a risk that fines or extra surcharges could be placed upon its' oil. These challenges come in addition to lower prices which heavy oil receives. The development of this carbon capture project is more than just a fancy PR play but a significant investment which will help to ensure the acceptance of the oil sands within the public psyche.
ExxonMobil Corp (NYSE: XOM) is another company which is developing environmentally sound solutions in the oil sands. They have decided to focus on reducing the number of steps necessary in the production process. By using paraffinic froth treatment they will be able to remove the need for an upgrader facility. By cutting out this part of the production process they will be able to reduce not only C02 emissions but also general energy use. C02 emissions may be the most popular metric used to judge the degree of environmental population but the overall energy intensity is also important.
The EU has alreadyconsidered banning crude oildeveloped from the oil sands. The Canadian government, Alberta government, and private corporations need to take environmental concerns serious if they wish to ensure the long term development of the oil sands. The Canadian Oil sands have one of the largest amounts of proven reserves in the world. This resource is not a small side project which aims to produces a few thousand barrels per day but a significant part of the world's energy portfolio. The expected oil sands production is expected to be around 3.5 million barrels per day by 2020. Through new technologies Exxon, Shell, Chevron, and others are ensuring that the oil sands will remain socially and environmentally acceptable. These recent develop should encourage investors that the Canadian oil sands are a sustainable long term investment and are taking concrete steps to overcome environmentally based objections.
