A couple of years ago, I received an email with the subject line Internet usage will cost you more.

With the words cost more striking terror in my savvy shopping heart, I opened the message. As it turned out, what I found was an articulate letter concerning the issue of net neutrality.

What I couldnt find was anything enlightening. Instead of an explanation of the pros and cons of this important topic, all I got were hot button words like liberty, bureaucrat and government takeover.

Since I couldnt rely on the email to make sense of things, I had to take matters into my own hands and find out the facts for myself. Back then, I shared what I found out to help inform savvy shoppers. As this important subject has been recently resurrected for proposed changes, I thought revisiting this issue might be timely:

Basics Before going too much farther, it probably a good idea to answer the question What is net neutrality?

In a nutshell, net neutrality is the idea that all internet traffic be treated equally. Whether you are checking email, shopping, posting to Facebook or streaming video, all the information you send and receive should be treated the same.

In other words, your internet service provider, or ISP, cant arbitrarily block or slow down your access to content.

Since its inception, the web has been operating according to this principle. However, in 2010, Verizon successfully persuaded the courts to overturn existing net neutrality rules. What resulted was a renewed debate over what net neutrality should be and how it should be implemented.

Although net neutrality rules were formalized in 2015, some now suggest that these standards should be relaxed or abolished altogether.

Why does net neutrality matter? On a societal level, open and equal access to the web has fostered an environment where innovators have had an equitable shot at establishing an online presence.

Without protection against artificial barriers, many argue that companies like Google and Facebook, which were recently small start-ups, might not be around today.

In addition, the idea of equal access helps assure that existing content providers have a level playing field. Otherwise, an ISP could use its control of the internet to capriciously create advantages for itself and its partners.

As one example, AT&T could contrive an edge for its movie services by throttling video signals from companies like Netflix and Hulu. Taken farther, an ISP could use their control over internet traffic to extort money from companies that want to maintain unfettered flow.

Over time, this lack of openness would probably alter the competitive landscape to a situation where business connections, rather than merit, determine a companys viability.

Cost On an end user level, I think the possible end of net neutrality carries implications that are huge in terms of cost and service.

In the first place, any development that decreases competition is bound to increase prices. At the same time, if competition somehow endures, the immense power that ISPs possess virtually assures that content providers like Facebook will experience substantially increased costs.

Why should you care? As the saying goes, any cost borne by a company ultimately gets passed to the consumer. In other words, get ready to pay for a lot of websites that are now free. In my opinion, everything from Ask.com to Youtube is at risk.

Complexity As much as I dont care for increased prices, this much I can almost stand. What I really dread about compromised net neutrality is the Pandoras box of complexity that is bound to open up.

If access to the internet can be variably priced and arbitrarily throttled for providers, whats to stop this from happening to consumers as well? In a word, nothing!

In fact, such opportunity for additional revenue streams would probably prove irresistible to the Viacoms of the world. Put another way, get ready for highly complicated billing that would make Einstein throw up his hands in despair.

For starters, rates could be variable based on the time of day, date, and your real time usage level. Suffice to say that the possibilities for complication are virtually limitless. Potentially, customers will experience exponentially greater time and trouble while paying more for internet access.

While everyone claims to be for an open internet, opinions widely differ on the best way to achieve this.

Recently, the Federal Communications Commissionvoted to overturn the existing rules for an open and unfettered web. Although the time for public comment has passed, many observers agree that this is a beginning of the debate rather than the end.

In other words, this issue is far from settled.

With the stakes very high for customers, I believe it is imperative for savvy shoppers to get acquainted with this issue, get involved and influence the outcome. In case you think you cant make a difference, it was public outcry that got net neutrality formalized in the first place. There is no better time to get involved. We have nothing to lose but incomprehensible bills and skyrocketing prices!

OHIO CITY The Ohio City Park Association and the Lambert Days Committee has finalized plans for the 2017 festival.

Lambert Days is always the third full weekend in July. This years dates are July 21-23. This is also the 50th anniversary of Ohio Citys celebration of the life of John W. Lambert and his invention of Americas first automobile.

We want to bring good energy to our town, comments enthusiastic Tai Chi organizer and Jefferson City resident Robin Snell.

She and a group of dedicated fans want to share health benefits they have experienced from Taoist Tai Chi or meditation in motion with Jefferson City residents.

Accredited instructor Jim Parker teaches a class at the Rose Center in Morristown. The small group of his followers, ranging in age from 30 to 80, are temporarily meeting in Jefferson City Centennial Park, Mondays at 10 a.m.

Snell learned the form of Tai Chi just one year ago when her father passed. The terrible depression and grief began to lift with the social interaction and movements.

Parker agrees that Snell has come a long way to a healthier mind, body, and spirit in a short time.

The experienced instructor, now age 72, has seen his own health benefits in 17 years of helping others. He was a construction worker for 35 years which led to arthritis and two knee replacements.

He is now looking to share his training with the Jefferson City and the surrounding communities.

I teach a style of Taoist Tai Chi that can be a complimentary therapy in speeding recovery for those who have experienced injuries or even stroke, explains Parker.

Melody Horvath started the class after she had an unexplained stroke at age 32.

It is great to feel a part of this supportive and positive community with people of all ages, she exclaims. It was hard to get my brain to do the movements at first, but now it is getting easier to follow along.

Describing herself as proud to be 80, retired Walters State teacher Anne Armstrong says the Taoist Tai Chi has helped with her balance and her memory too.

Parker leads his class through movements with descriptive names such as comb the wild horses mane and draw bow to shoot tiger. Although he volunteers to teach for the society, he is required to attend workshops for training and continuing education. The USA center is in Florida, while the international center is in Canada.

I have traveled to the international center for week-long workshops, he says. It is truly amazing that this type of Tai Chi is taught in 800 locations in 26 countries. The instructors who come to the Canadian center speak all different languages.

East Tennessee boasts 11 locations from Morristown to Oak Ridge. The goal of the society is to make the program available to all.

Jefferson City residents can go to the Centennial Park picnic pavilion on Monday morning for an introductory class. However, Parker needs to find a permanent home for his program so all can continue to enjoy the lift from Taoist Tai Chi year-round.

According to a report from the Michigan Bureau of Labor Market Information and Strategic Initiatives, more than half of the jobs expected to see the most career growth and highest pay in Michigan between now and 2018 require a bachelor's degree or above. Online education may make earning a postsecondary degree more attainable by giving students more options and flexibility than traditional brick-and-mortar schools. Students juggling work or family commitments can often complete online course work on their own timeline, and those with travel limitations can access higher education from any location with an Internet connection. Online colleges in Michigan could help the state fill more job openings in coming years by helping students achieve the educational requirements necessary for the hottest occupations in the state.

Michigan has a number of options for students who wish to pursue a college degree online. Many of the state's colleges and universities now offer distance learning and online degree programs, including the University of Michigan, Ann Arbor, Michigan State University, and Michigan Technological University, all ranked among U.S. News & World Report's Best Colleges for 2012. The Michigan Community College Association also offers a Virtual Learning Collaborative that allows students to take courses that aren't offered at their own colleges, while still receiving support from their "home" campus.

National online colleges are another option for Michigan students pursuing post-secondary education. These colleges often offer degree programs and courses of study that are not yet available at area colleges. A number of national schools also have campus locations throughout Michigan, allowing students to pursue hybrid degree programs that combine online and on-campus learning.

Importance of Accreditation for Online Colleges in Michigan

Accreditation, a method adopted by American secondary and post-secondary institutions more than 100 years ago, ensures that an academic institution has met certain educational standards. Moreover, accreditation evaluates an institution as a whole to determine how well it meets the needs of its students. The Higher Learning Commission (HLC), an independent corporation that is part of the North Central Association of Colleges and Schools (NCA), grants accreditation to most degree-granting colleges and universities in Michigan. Some colleges with campuses in Michigan may actually be based in another state or region of the United States, however, and are therefore accredited by that region's accrediting body.

Aside from the six regional accreditation agencies, there is also national accreditation, which is not based on geography. National accreditation evaluates specific types of schools and colleges. For example, the Distance Education and Training Council (DETC) accredits institutions offering distance education. Before enrolling in any program, prospective students should make sure it is properly accredited by contacting a school representative.

Just like tuition rates for on-campus programs, rates for online degrees vary by school and major. Tuition is usually charged based on the number of units or credits taken, or by the semester or quarter. The University of Michigan charges per semester and by level of study, with a higher tuition rate for out-of-state students. Online programs often do not differentiate between in-state and out-of-state students when determining tuition and may offer, for example, one set rate for online classes, charged per credit hour, that's often higher for graduate-level studies. Additional fees and expenses may be required. Students interested in a particular university or program should contact that school directly and speak with an admissions counselor for more information on tuition rates and the application process.

Online Nursing Degrees in Michigan: Depending on the particular degree path, nursing programs typically train students in various aspects of patient care and medicine. Many online nursing degrees are hybrid programs, requiring some time spent on-campus for labs or clinical courses. Types of careers one might pursue with a nursing degree include registered nurse (RN), licensed practical nurse (LPN), licensed vocational nurse (LVN), or nurse practitioner (NP).

Online Education Degrees in Michigan: Education degrees help prepare students interested in the field of teaching, research, or school administration, and can include concentrations such as early childhood education, adult education, or special education. Depending on their particular area of focus, those with education degrees may qualify for positions as K-12 teachers, special education instructors, or school administrators.

Online Psychology Degrees in Michigan: Psychology programs may prepare students for a number of positions in the field, depending on the level of study. In addition to the proper licensure, professional psychologists typically need a doctoral degree to practice, while counseling positions generally require a master's degree. Some areas of specialization include abnormal psychology, forensic psychology, and family therapy.

Michigan has been a supporter of online education as far back as 2006, when the state became the first to require an online course or learning experience as a graduation requirement for all students. State Governor Rick Snyder proposed a new Any Time, Any Place, Any Way, Any Pace, public school learning model in a 2011 letter outlining state education reform. The plan called for state funding to help promote dual enrollment, blended learning, online education and early college attendance in order to provide education opportunities 24 hours a day, 365 days a year. The states dedication to online education continues beyond high school as well. According to the National Center for Education Statistics, there are currently 92 institutions of higher education in Michigan that offer some form of distance learning including: fully online bachelors degree programs, online degree completion programs, certificates and single online courses.

Michigan has not been exempt from the inflation seen nationwide however, and has, therefore, had to adjust tuition and fees at its public institutions. Partially also due to the limited 4% growth of enrollment, Michigans tuition prices for four-year public colleges has risen 41.2% over the last five years, according to College Boards Trends in Education Series. In addition, total state appropriations for higher education have seen a 19.3% decrease over the same period of time.

Program Description: ISD offers both credit and non-credit courses. Staff consists of 27 full-time and several part-time members.

Student Information: Professional working engineers. Students are recruited through InterPro marketing efforts and corporate partners marketing efforts, as well as the InterPro website.

Program Support: There is course design (instructional), technology support (in the form of course management systems and the upload/download of homework assignments) and administrative (registration, etc.) support.

The advanced medical therapeutic course (http://www.med.umich.edu/lrc/medcurriculum/technology/therapeutics.html) is a required class for all fourth year medical students. The course, first piloted at the UMMS in 2007, was designed to allow students traveling for residency interviews to participate in the course from any location in the United States that had a fast Internet connection (1.5 Mbps or above).

Program Description: The course contains approximately 90 case-based e-learning modules, online seminars, weekly online quizzes, a research project, and a peer-review activity.

The Certificate in the Foundations of Public Health (CFPH) (http://www.sph.umich.edu/distance/) offers a unique opportunity to earn an academic credential in public health through a convenient, part-time, distance-learning format in 8 to 28 months.

Program Description: The five online classes are taught in the fall and winter terms by leading UM School of Public Health faculty.

Student Information: Those seeking graduate training in public health. UM students on the Ann Arbor campus are excluded from being able to enroll in CFPH courses.

The Executive Masters Program in Health Management and Policy (https://sph.umich.edu/hmp/exec-mas/index.html) is a non-residential program originally called the On Job/On Campus (OJ/OC) Program. It has a unique format that allows students to continue working while pursing the Master of Health Services Administration (MHSA) or the Master of Public Health (MPH)degree.

Program Description: The program takes 24 months to complete. During that period students attend 13 intensive four-day weekend class sessions in Ann Arbor that start on Thursday at 8:30 and end on Sunday at 2:00 p.m. Formal classroom work is combined with on-line instruction and interaction to facilitate the completion of readings, exercises, and projects during the periods between class sessions on campus.

Student Information: Mid-career professionals especially physicians.

Graduate Summer Session in Epidemiology (GSS) Offers instruction in the principles, methods, and applications of epidemiology. Distinguished faculty from academic centers and governmental agencies throughout the United States and other countries are responsible for introductory and advanced courses in epidemiology, biostatistics and data management.

Required Credit Hours: Not applicable

Program Description: Curriculum options include approximately (25) one-week and three-week courses on campus. The GSS offers distance-learning opportunities for Fundamental in Biostatistics (EPID 701) and Fundamentals of Epidemiology (EPID 709), where students are online simultaneously with the live class and have the capability to interact directly with the instructor and other class participants. Also offered in a Pre-recorded/Mentored Online Course - Intermediate Epidemiologic Methods (EPID 710), students may elect to take this five-day class over a period of three weeks. Video recordings, discussion forums, and a timetable are available to help students through the material, but they have the flexibility to set the time at which they participate in the class.

Student Information: All Public Health Professional and those interested in Health Research

Average number of students who participate annually: 350

Average number of students who participate in distance learning/online courses: 60

Program Support: Students are provided with instructional, technical and administrative support. CTools is used as the course management system for the weekly virtual class meetings.

Partnerships Support: This program has been planned and implemented in accordance with the Essential Areas and Policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint sponsorship of the University of Michigan Medical School and the University of Michigan School of Public Health. The University of Michigan Medical School is accredited by the ACCME to provide continuing medical education for physicians.
