The Louisiana Department of Education is holding online seminars at 10 a.m. Wednesday and Thursday about a newly created state program that allots money to students who want to take career-oriented classes, college level classes or online classes in subjects not offered at their home schools. Operating like a voucher system for individual classes, the program, called Course Choice, will start in 2013-14, primarily serving students in public schools with letter grades of C or lower but also adding options for students in A or B schools.
Course Choice aims to help some students catch up with their coursework when they've fallen behind and help others earn early college credits or graduate early from high school. The online meetings are meant to spread information to potential course providers, businesses, entrepreneurs, school administrators, counselors, teachers and parents.

Education Department officials are planning to begin a campaign seeking feedback on the program from educators in local school districts in July. They also plan to begin seeking course providers in July.
Sexuality education to promote online safety

Sexuality education in schools is being updated and, from next year, primary, secondary and junior college students will be taught how to navigate social-networking platforms safely in order to help them avoid sexual predators, the Ministry of Education (MOE) said yesterday.
"Teenagers today are quite different from those two or three decades ago, because of the kinds of influences that they are subjected to, (as well as) the accessibility of information," said Ms Grace Ng, MOE's Guidance Branch deputy director.
The impact of social media should not be underestimated, said Ms Ng at a press conference on the upcoming "refreshed" sexuality education programme for students from primary to junior college levels.
For instance, students will be taught about the boundaries when it comes to engaging in relationships on social-networking sites.
This will be done by engaging students in discussions, using case studies garnered from newspapers or fictional scenarios.
The new curriculum will be rolled out in stages from next year, starting with upper primary and lower secondary students. The new programmes will be available to all levels, including junior college students, by 2014.
Following feedback from students, curriculum content on skills in handling relationships with a person of the opposite sex will also be beefed up.
There will be a core of at least 10 specially selected teachers in each school to teach sexuality education. These teachers must be comfortable teaching the subject and be able to build rapport with students.
They should also practise mainstream values, as described by MOE, said Ms Ng.

School choice advocates spar with Board of Education over online charter school

RALEIGH -- School choice advocates squared off against the N.C. Board of Education Monday, continuing the debate on whether an online charter school program should be allowed in the state.
Back in May an Administrative Law Judge ruled the online school could begin operation in August after the Board of Education declined to act on the matter. They say that ruling wasn't proper procedure and now it's up to a Wake County Superior Court judge to decide.
They're already in a few dozen states across the country and if a prior judge's ruling stands.. an online charter school could be an option for parents and students in the Tar Heel state.
Last year, the Cabarrus County Board of Education approved the school but when the matter came to the North Carolina Board of Education they never responded. It's a move supporters of the online charter school say allows them to move forward.
"The administrative law judge supported this argument, agreed with this argument, and said you know what, state Board of Education you waived your right, you're stopped from raising the issue," said Anna Baird Choi from PublicSchoolOptions.org. "So it's more than dropping the ball, they chose not to act."
But the Board of Education and 90 state school districts opposing the ruling say the school set to open in Cabarrus County would accept students from across the state, which means they need to be a part in the process.
"It's their role and the state board's authority and responsibility to the state of North Carolina to make sure that this system runs as smoothly and as well and everything else as traditional public schools," said Laura Crumpler from the N.C. Department of Justice.
For each registered child, the virtual charter center could receive more than $6,000 in public money, paid for by the state and local school districts. Which is why the state board of education says they need to be involved.
"I think it's critical that the state Board of Education have a decision on this," said Eddie Speas from the N.C. School Board Association. "At this point they did not have the opportunity."
