Sen. Cory Booker on Environmental Justice, Nuclear Power & Savage Racial Disparities in the U.S. – Democracy Now!

AMY GOODMAN: This is Democracy Now! Im Amy Goodman, as we turn now to the presidential race. The first-ever Presidential Forum on Environmental Justice was held last Friday at South Carolina State University in Orangeburg. I co-moderated the event with former EPA official Mustafa Santiago Ali. Earlier in the week, we aired our interview with Senator Elizabeth Warren. Today we turn to Senator Booker of New Jersey. Mustafa Ali began the questioning.

MUSTAFA ALI: So, we know that currently our federal agencies have withdrawn themselves from addressing environmental injustices that are going on. Can you talk about what your administration will do to fix that problem?

SEN. CORY BOOKER: Im smiling because hes asking me questions that he knows weve talked about. So, first and foremost, what he means by the federal agencies pulling back is the EPA, theyre at half the levels they were in 2010 on inspections right now. The money theyre collecting from corporate polluters is at like a 15-year low. We have a federal government that right now is saying, Were going to let corporate polluters do what they want to do. And were in a time of Grover Norquist, you know, this era where Republican legislators sign this pledge, no new taxes. This didnt start in the time of Trump; this has been going on for a long time. Which means a lot of the mechanisms we had before to clean up these environmental sites, the federal government is no longer pulling in the resources, the taxes, necessary to clean it up.

One great example of this is just the cleanup of Superfund sites in America. We had a bipartisan accord. In fact, Reagan reauthorized a small tax on corporate polluters, chemical companies like those that are in Cancer Alley, to give us a fund to clean up Superfund sites. Well, even though Mitch McConnell voted on it when Reagan was president, he refused to reauthorize it now. And what we see now is, because theres no money in the Superfund cleanups funds, you see the number of Superfund sites growing in America.

And so, I have a very strong belief, and its in the legislation that Mustafa was one of the people that helped us write, is I just dont trust the government right now on this issue. And that means that one of the best ways to deal with this issue is to push the power back to people. And so, my legislation, that I wrote as senator, that will become law if Im president of the United States, is to make sure that local communities have the power, have standing, to sue their governments, which right now they cant. And so, we know theres a lot of communities, if they could sue their governments and had standing, we would see a lot more action. And we want to change our legislation changes the ability to not just sue them, but to actually collect damages, as well. I believe that, as an African American, I know the legal system, all the way from Brown v. Board of Education to incredible work done by great legal activists like Charles Hamilton Houston and others, that some giving the legal power back to communities to defend themselves is utterly important. And thats just one tool of the multiple tools that I want to do to make sure that we begin to have a country where people can trust the air that theyre breathing or the water that theyre drinking or the soil which they want to plant crops in.

AMY GOODMAN: Senator Booker, I wanted to ask you about nuclear energy. You are a proud proponent of nuclear energy, have argued its necessary to wean us off the fossil fuel economy. But you have a lot of environmental activists who are scratching their heads at your support for nuclear energy, particularly around the issue of nuclear waste. Here in South Carolina, for example, there are 35 million gallons of nuclear waste being held at a nuclear reserve south of Aiken. Environmental activists have been fighting it for years. Youve got Savannah River. And, of course, were talking about communities, primarily low-income communities of color, who are dealing with nuclear waste in their own backyards, from New Mexico to Yucca Mountain to right here. What is your answer to the fact that there is no solution in dealing with nuclear waste?

SEN. CORY BOOKER: Well, first of all, youre a little bit mischaracterizing my views. Im a realist that tells you right now the biggest existential threat to humanity is climate change. Fifty percent of our non-carbon-producing power right now is nuclear. And so, as some of my other opponents want to do is just get rid of it, its going to push us back to being more reliant on fossil fuels and make this, our ability to reach our climate goals, impossible. We saw what happened in Vermont when they cut down the Yankee plant there. Their carbon footprint expanded pretty significantly.

So, I look forward to phasing out nuclear waste and nuclear energy. But to do it right now, when we are in a race and have a 12-year race to meet our climate goals? The damage done to poor and vulnerable communities is significantly worse coming from climate change than it is the crisis of nuclear energy. If you want to weigh your poisons right now, the one thats coming towards us like a barreling freight truck of climate change, the one that my community in Newark is feeling right now, because the temperature rises, asthma rates that are off the charts and let me tell you something about asthma, as a guy that knows what its like in emergency rooms with black children dying at 10 times the rate than white children of asthma complications. So, for me, nuclear energy, Im just its just common sense to me right now.

AMY GOODMAN: To build new power plants?

SEN. CORY BOOKER: Well, lets lets be clear. The nuclear energy of the plants we have now, designed in the '60s and the 70s and the 80s, is very different than the new modular nuclear energy plants that are being proposed. Now, those actually have a much they can actually take spent fuel rods and re-engage them for usage. The frontiers of nuclear science is not something we should just shut down. We should continue to investigate: Is there going to be eventually a safe way to do this? So, I don't mind exploring the future. Im one of these people that considers myself a futurist. Why? Because you have two choices in life: to let the future happen to you or to shape the future and make sure it happens in a way thats just.

So, this, to me, is a very, very simple equation, is, Ive got a 12-year problem to solve. And if anybody wants to get rid of nuclear energy, tell me how you are going to replace 50% of the non-carbon-producing power that we would have right now, because what youre going to do, youre going to send us back to coal and oil. And I refuse to go backwards in the cause of environmental justice.

AMY GOODMAN: What is your plan for renewables, for pushing forward solar and wind and other forms of sustainable energy?

SEN. CORY BOOKER: Well, this is what gets me frustrated about this conversation sometimes, is because youve got a bunch of people running for president who have been in public life for 20 years. Maybe the question is, is: What the heck have you been doing on these issues for the entire time?

So, you should know I have a record on these issues. Number one is, I do not believe that oil companies and coal companies should get tax breaks. Its ridiculous that we are extending tax breaks in a way that companies like Chevron pay a net zero in fact, they pay a negative tax rate right now because all the stuff were foisting upon them. And so, thats number one, rolling back those tax breaks.

Number two is extending them to renewables. I fought not just for when I was in the Senate, we were able to win a seven-year tax credit for a renewable tax credit for wind and solar, which is really important, because you need some predictability if youre going to be investing in those areas. But we wanted to see it for everything, from geothermal to battery life. We wanted to extend it for every type of renewable there is. Well, if Im president, were going to make sure that we create a better incentive model for people to be doubling down in investments.

In addition to that, were going to create moonshots all around this country for science and research in the renewable space, which is critical because right now other countries are beating us in the race to solve these problems through innovation, and therefore theyre going to beat us in the race to create the new jobs that are being created. Right now theres more jobs in solar than there are in coal. But we have many things that we could be doing. So, for me, this is all about making sure that were doing everything we can to incentivize investments, research, development, and to get to the point where I want to be, which is to have the electrification of our transportation sector by 2030 and then to be carbon neutral as a nation by 2045.

MUSTAFA ALI: Senator Booker, I want to build on what you were just talking about, because in our new clean economy that we are currently developing and we know its going to grow over the years when we look at those who are currently working in that space, we have some evolution to make sure that there are more folks of color in that space.

SEN. CORY BOOKER: Yeah.

MUSTAFA ALI: When we look at the ownership of the businesses there, we also I think its less than 2% of those businesses that are currently in the clean economy that are owned by folks of color. So, how do we what would your administration do to make sure that those numbers increase?

SEN. CORY BOOKER: You know, when youre in a car with Mustafa, you end up talking about a lot of things. Look, can we lets just be clear right now. We live in a country where there are savage racial disparities in every single corner of our lives. There are racial disparities in healthcare, racial disparities in education, in suspensions, in the criminal justice system. I can go through everything. And so, this, to me, is an issue of trust, because these issues are not right or left. Theyre right or wrong. And the Democratic Partys hands are not clean. Ive sat where youve sat for so many presidential elections, living in an inner city, looking at people who were electing who are often part of the problem. Now, so, this, to me, is an issue of trust. Dealing with racial disparities, we need to make sure that the next president, this isnt going to be a secondary issue, but that we understand that this is a real issue of trust.

Now, look, again, what have you been doing? I got to the United States Senate as the fourth-ever elected African American in the Senates history, popularly elected African American. And when I got there, I saw dont applaud me; applaud my ancestors, people who fought for me. My mom said, You got there by the blood, sweat and tears of those who came before you. And the key is not to be number one, two, three or four. The key is to make sure youre not the last. This is why, South Carolina, please, please, please elect Jaime Harrison as the next senator.

And so but let me tell you, it is not just enough to have a black senator. I got there, and I looked at the staffs. It was the least diverse place I had ever worked before in my life. And I looked at the Judiciary Committee staff, because I wanted to get on that committee, and I didnt see one African-American staffer. You talk about Hamilton, being in the room when it happens. This was a committee making decisions about African-American lives and African-American bodies, and there wasnt even an African American in the room. And so, what did I do? I went to Chuck Schumer, got a great young senator from Hawaii, Brian Schatz, and we just said, This is outrageous. Because most of the Democratic senators, guess how they get elected. With audiences that look a lot like this, African-American communities. And so, what we did is we said, I only know one way of do things, is accountability, which is having standards, measures and consequences when things dont happen. And so, we asked Chuck Schumer, and he gladly did it, to have every Democratic senator publish your diversity statistics. How many women and minorities do you have in positions of power? And guess whats happened since weve done that. The number of African Americans hired in the Senate has gone up.

And so, when you ask me about this, this is why I get I get angry. Before I even get to that, let me just go with marijuana. This has been killing black communities. There was more marijuana arrests in 2017 than all the violent crime arrests in the country combined. And theyre not arresting everybody. People on college campuses Stanford, I used to see people smoking pot all the time. No worries. It is disproportionately people of color. So now everybodys moving to legalize marijuana. This is a big business. Hundreds of billions of dollars are going to be made in the business. And yet people, when they talk about legalization, they dont go the next two or three steps. The first step should be dont talk to me about legalizing marijuana. I have the lead bill in the Senate to do it. But my bill is called the Marijuana Justice Act. Youve got to also talk about expunging the records of all of those people. But lets not stop there. Lets not stop there. Now you want to make sure that in the communities that have been devastated by the marijuana by marijuana enforcement, that people from those communities actually get a chance to have the licenses to sell marijuana legally. And thats not happening right now. Were about to shift into legalization of marijuana in state after state after state, and the people there are not the people selling it are disproportionately not are lacking the diversity that our nation does.

And so, to your point about the jobs of the future, I want to be clear. I had to have some very stern conversations with unions when I was a mayor of my town. We were building the first new hotel in 40 years. I had to go to my unions and say, I know that you have people systems of who gets on jobs when. But, Im sorry, this is being built in an African-American community, and there needs to be African Americans, more diversity, in this union. And there needs to be apprenticeship programs for my kids. And so, I just I think Mustafa is 100% right. There is going to be a new energy job boom in this country, and weve got to make sure that those opportunities because a lot of people want to talk to you about the wealth gap, the wealth gap, the wealth gap. Look, there are a lot of people in my community that want to be entrepreneurs, that want to be millionaires. And so, I always talk about the wealth gap, yeah, but what we really need to be talking about is the opportunity gap and to make sure that everybody has equal opportunity to start a business, to be innovators, to participate in the new job booms of the future and the new businesses of the future.

And this comes back to how I started, which is trust. If I am your president, a person who has spent my career working on these issues, I am going to make sure that these issues of racial equity are not on the side, that you will have a president, in me, someone who understands these issues intimately and makes sure that I am working every single day so that this nation is who it says it is a nation of liberty, justice and opportunity for all.

AMY GOODMAN: Senator Booker, Flint, Michigan, brought environmental justice to the national stage with the water crisis. Now, five years into that, people in Flint still dont have clean water. And this year, people in your own community, your neighbors in Newark, New Jersey, where you once served as mayor and still represent them as senator, are also facing a crisis of lead contamination in the drinking water. Flint and Newark arent alone. Thousands of water system towns, villages and cities around the country

SEN. CORY BOOKER: Including right here in South Carolina.

AMY GOODMAN: are facing contamination, right here in South Carolina. What specifically are you doing to address this national crisis? And what are you doing in Newark, your own community, with people in the throes of this water crisis?

SEN. CORY BOOKER: Yeah, so, look, leaders take responsibility and get things done. And so, when this crisis broke out in my city, I went right across the aisle in the Senate, where Ive worked on building relationships, and passed a major piece of legislation. These are the kind of things that people dont want to talk about, actually getting things done in Washington, that was allowed states to shift resources, literally hundreds of millions, I think, in total, into funds that can get these lead pipes out of the water. This, to me, is you said it: This is my family. These are my this is my community. And my community isnt alone. There are thousands of jurisdictions, as I said, right now where children have more than twice the blood lead levels of Flint, Michigan. And so, Im taking action now as a United States senator. But if Im president of the United States, enough. Lead service lines should not be in the ground in a 21st century America, period. And I will make sure that we have a fund to get every single lead service line out of the ground in cities all across America.

But we cant stop there. We have this is a true story, because Im telling you Im admitting my inadequacies, because I got to the United States Senate as being the New Jersey senator this is one of the things that led me on my environmental justice tour and I was also on the Africa subcommittee as a foreign relations person. So I had this doctor, Dr. Peter Hotez, who came in to see me because I wanted to talk to him about neglected tropical diseases in African countries. And Im flipping through his book as were talking about things I could do as a United States senator for the continent. And Im flipping through books and seeing these maps of where the neglected tropical diseases are. And I almost fell out of my seat when I saw them in some states in the United States of America. And I said, I didnt know we had things like hookworm and the like. And he goes, Absolutely, in communities that are 100 to 200% of the poverty line. The doctors dont even think they exist in North America.

And I literally said, I have to go see this with my own eyes. And so I found myself in places in Alabama, in like Lowndes County, Alabama, where I stood there and saw communities that have they cant have septic, because the soil wont allow it. And they have just straight pipes coming out of the peoples back of peoples homes. I sat with families who talked to me about when it rains, about having all that stuff back up into their home. And so, when you start seeing what Ive seen in this country, this is reflective of an impotency of empathy, that we could live in a nation where we dont see what communities are suffering, who do not have access to clean water, who do not have access to proper sewage, who in America, it should be a right of every citizen to have clean air, clean water and clean soil. And so, I have, in my environmental in my climate plan, Im one of the few people that has major pillars on environmental justice. And one of the things were going to do is make sure we have a community where everyone has access to clean air and clean water.

But it also means taking on sacred cows. And when Im saying sacred cows, Im almost literally talking about it, because the corporate industrial animal agriculture industry, we must begin to talk about what its doing to our country. You know, when I talked earlier about Duplin County, North Carolina, one of the reasons why groundwater is being contaminated is because you dont have the heritage of our country, which is the way we used to raise pigs in farms. Now we have multinational corporations, like Smithfield, who have these contract farmers who live like sharecroppers. If you we should have any empathy for them, too, because they find themselves in these contracts where theyre constantly living in massive debt. You see these massive things called CAFOs, concentrated animal feeding operations, that are all covered. And pigs produce 10 times the feces than human beings do. I sat and watched it going into these massive lagoons. In Duplin County, its historically black communities. And I stood there with activists as I watched the spray field spray the literal [bleep] out onto the fields. And then I watched it waff into you know, like when you spray your lawn, some of it mists off the property and into black communities. I sat in packed rooms with African Americans who told me about respiratory diseases, cancers, what it feels like not to be able to open your windows in your home, run your air conditioning. You cant put your clothing on the lines. This is happening from Iowa to North Carolina, and we are not conscious of this crisis in our country. I met with a Republican farmer in the Midwest still remember, western Illinois who told me, when the CAFOs came around his farm, he can no longer fish in his creek, no longer drink his well water.

And so, Im just fed up. Its very hard for me to sit comfortably in Newark, even with our lead water crisis, and know that there are Americans who are facing diseases, cancers, who have lost the value of their land that theyve been on since slavery, and we are doing nothing as a society about it. That is so against our country. And so, as president of the United States, I have in my plan funds to do something about it. And Im going to make sure, as your president, I fight and become the president that champions environmental justice in a way like youve never seen before.

MUSTAFA ALI: All right.

AMY GOODMAN: Senator Booker, if you could talk about your personal decision to be a vegan, which really brings together the issue of the environment and personal health?

SEN. CORY BOOKER: Listen, my personal decision is to try every day to be a better living the values in which I hold. And so, my veganism is a much better way to accord myself with my values. But I want to be clear with you that because I dont want this to be a holier-than-thou moment. I dont know where the suit Im wearing was made. And fast fashion is injustice. It is injustice. You know, these are vegan shoes, so Im trying to be consistent with things. So, for me, all of us have to do a better job in living in accordance with what our values are. I dont want to preach to people what our values are, but I know what corporate animal agriculture not the farm heritage, the independent family farmers Ive met all around this country, but massive corporate animal agriculture is destroying the environment. Whats happening to animals is something, if Americans in fact, theyre passing these things called ag-gag laws, which I know youve heard of, where theyre trying to block Americans from actually knowing whats happening to animals. Thats why those CAFOs are usually covered, so you cant see in and the misery and the suffering going on with animals.

And so, for me, from everything from my health the leading cause of death for black men is preventable diseases. As Ron Finley, this great he has a TED Talk, black man in South-Central Los Angeles. He has this great TED Talk you should watch it where he says, In South-Central, we got drive-bys and drive-thrus, and the drive-thrus are killing more people than the drive-bys. And so, Im trying to do my best to live my values. I fail every day, but I want to get better and better and better, to be more conscious about the decisions Im making. And in a capitalist society, you vote every day with your dollars. And so, my veganism is something Im happy to talk about, and about the reasons why. But I want to tell you this Martin Luther King said it more eloquently than I could ever say it. He goes, I can pass I cant pass laws to make you love me, but I can pass laws to stop you from lynching me. I cant pass laws to change your heart, but I can pass laws to restrain the heartless. And so, I may not I may not want to force my dietary habits on everybody here. But if Im your president, Im going to stop us subsidizing through our ag bills the corporate animal agriculture that ultimately is hurting our country. And I havent heard another presidential candidate that wants to talk about these issues.

Animal agriculture right now is the way the large corporate animal agriculture is driving so much of the problems with climate change. The number-one reason for deforestation, rainforest deforestation, is grazing lands for the larger and larger consumption of meat. Scientists say that we would need four planet Earths if the rest of the planet ate the standard American diet. And by the way, China is moving towards the standard American diet. More people are eating like were eating. And so, we have to start talking about a free market, not the subsidization of corporations, whether its oil companies or folks that are doing it.

Now, if I have more sway over the ag bill, God, were going to let farmers lead us out of this. But were going to be doing things like incentivizing cover crops and no-till farming, things that pull carbon out of the air. Were going to incentivize reforestation. I have a plan to plant 100 million trees in urban areas, which will cool them down, pull more carbon out of the air. We need to start using our incentives, our taxpayer dollars, to incentivize the right behavior and stop the human suffering thats going on as a result of a lot of the things were spending were doing with subsidizing with our taxpayer dollars.

This entails managing 70+ global giving partners, measuring giving program impact, experiential engagement with internal and external partners, and leading employee Giving Trips to the regions where TOMS gives.

TOMS provides shoes, sight, and water as part of their Giving Partners overall health and education programs to help drive meaningful impact and engage the community. Amy also manages the impact grants program, in which TOMS contributes to non-profits that are working on todays most pressing issues, including homelessness and ending gun violence.

Amy was previously the Chief Strategy Officer and President of Action Networks forPoints of Light, the worlds largest organization dedicated to volunteer service. Amy earned a bachelors degree in Materials and Logistics Management from Michigan State University.

Sustainable Design Moves Further into the Mainstream – Business West

At Eaglebrook School in Deerfield, Berkshire Design Group employed geothermal and solar power and repurposed stormwater as a site amenity.

Sometimes design decisions bring unexpected benefits, Rachel Loeffler says.

Take a project her firm, Berkshire Design Group, designed for East Meadow School in Granby.

Cost was a big factor, so we looked at using a meadow feed mix instead of traditional bluegrass, which saves the school 100 gallons of gasoline in mowing, as well as the labor, said Loeffler, a principal and landscape architect with the firm.

But then, what happened was, some birds moved in almost instantly, including some orioles.

Orioles, by the way, are among the hundreds of bird species most at risk from climate change and destruction of meadow lands due to development, so creating a healthy habitat for them is significant, she said. Sometimes, delightful surprises happen.

When Northampton-based Berkshire Design Group, one of the regions leading firms in the realm of sustainable design, opened its doors in 1984, its founders might have been equally surprised to see how common green ideas would become a few decades later.

Back then, we were experimenting with stormwater standards, alternatives that then became state standards, Loeffler said. That creative approach is something that was part of us from the beginning.

C&H Architects, headquartered in Amherst, can track a similar trajectory, emphasizing green and sustainable architecture since its launch in 1989.

Nobody was trying to do that 30 years ago it wasnt even part of the lexicon, said Thomas Hartman, partner and principal architect. Over the years, its really been interesting to see how what might have been an odd-duck type of client become the norm.

In those early years, he said, forward-thinking clients would seek out C&H specifically for this expertise, while today, green design isnt surprising at all. Its gone from the occasional project to where, if this isnt part of the conversation, youre not really practicing in the mainstream anymore.

In fact, he noted, the American Institute of Architects (AIA) has basically shifted its organizational philosophy to suggest that, if a project isnt environmentally conscious, if its not sustainable, then its just not good design.

Climate change requires a holistic approach, addressing the interdependencies among people, buildings, infrastructure, and the environment, AIA President William Bates said recently. Our training allows us to look for solutions and ways to mitigate climate change comprehensively and creatively, which we do every day.

At their most basic level, Hartman explained, buildings protect individuals from the elements and provide texture to peoples lives. Buildings, however, are also one of the largest contributors to global warming, accounting for nearly 40% of all greenhouse-gas emissions worldwide a statistic expected to double by 2050. In an effort to mitigate these impacts, there has been a steady increase in sustainable architecture the design of buildings that work in harmony with the environment.

Installing a meadow instead of grass at East Meadow School in Granby reduces gasoline use and provides a habitat for endangered birds.

C&H Architects has been at the forefront of this effort for three decades. For example, it designed the fifth-ever certified Living Building Challenge project in the world (and the first in New England) for Smith Colleges MacLeish Field Station, the most rigorous performance standard for buildings available.

Its the most difficult standard net-zero water, net-zero energy, avoiding certain materials and chemicals, he said, noting that net zero means producing as much of that resource as one takes from the environment.

The firm has followed similar standards with other commercial and academic projects, and has designed more than 10 homes that boast net-zero energy, the most recent of which won the top honor at AIA Rhode Island in 2018, and includes a solar array that powers both the house and the car of its occupants.

Thats an especially cutting-edge standard, Hartman said, but it may become mainstream as well in the coming years, just as many sustainable practices in building and landscape design have become the norm, not the exception.

Loeffler said there are two ways to craft a sustainable philosophy for a project. One is to simply create a checklist of energy-saving or environmentally conscious features.

The other way of thinking actually takes cues from ecological thinking and the way all organisms are interrelated. On the simplest level, she cited the example of humans and trees plants give off oxygen, while we breathe it in and give off carbon dioxide.

Theres an understanding that each entity has a need for resources to consume, and has a waste product, she said. What sustainable thinking allows us to do is look at a project and look at ways to tie resources and waste together in a project or adjacent use somewhere else.

Tom Hartman takes meter readings at a mill renovation in Lawrence part of his goal to make sure energy-saving projects are performing as they are designed to.

One example is a dog park she recently worked on, during which time she approached a company that specializes in taking dog waste and turning it into energy. Farms are taking waste from grocery stores, and any sort of organic waste products, and generating electricity. These are waste products that are being taken out of the waste stream instead of being shifted to a landfill somewhere.

Hartman said architects, including those at his firm, are also starting to think about reductions in embodied carbon, which are the emissions associated with building construction, including extracting, transporting, and manufacturing materials.

What that means is that well be making low-carbon buildings, so were not adding to the carbon issue, he said, adding quickly that this, like all new initiatives, comes with a learning curve. In the evolution of our practice over 30 years, as soon as we get competent in one thing, were going to the next thing.

Clients in the education sector have been particularly receptive to innovative ideas around sustainability, he noted, but those projects often come with time barriers.

When youre doing academic work, doing renovations on an existing building, theyre occupied, so you may have just a couple of weeks to do your job and have a limited budget, so how do you address environmental design and sustainable design on these types of projects? he asked. It comes down to the materials youre choosing and what opportunities are available. For example, if youre renovating a dormitory, you may only have 12 weeks, so you probably wont renovate the exterior envelope of the building.

But all projects must consider their long-term impact on users, said Leon Drachmann, a principal at Payette Associates in Boston, who recently talked about sustainability on the U.S. Green Building Council website.

The green-building initiative will have a deeper impact by expanding its scope by shifting its focus to areas outside of building design, such as real-estate economics, zoning regulations and land use, while concentrating on the human experience and societal well-being, he noted, adding that sustainability should be considered not as an independent, separate process, but as an integral part of design itself.

One impact that can never be overlooked is the financial one, Hartman said. After all, while clients want to do the right thing, theyre still focused on the bottom line.

Ive never met a client where, if we could provide the economic case for doing good in sustainable design, they wouldnt do it, he told BusinessWest. Its rarer to find a client who will do the feel-good of sustainable design if it doesnt pass the economic test.

So part of his service to clients is actually visiting the site after completion, monitoring elements like energy use, waste production, and the overall costs to make sure the promised efficiencies have come to fruition.

It has been really important for us to do that, he said. Most of the time, we want to maintain a relationship with the client in the future anyway. We will ask for energy bills. Weve never met a client who doesnt want us to follow up. Thats probably the most important thing for the profession to make sure it all works, and if it doesnt work, figure out why. Otherwise, youre just waving your arms.

Loeffler noted that clients that have a long-term vision are much easier to convince of the benefits of green design.

If an organizations economic-benefit analysis focuses on a one-year plan, theyre going to make a decision based on that and theres certainly nothing wrong with that, she said. But if their vision centers around a 20- or 50-year plan, they might be inclined to make different decisions.

In a homeowners situation, with solar panels, there are upfront costs in that initial year. Over a certain amount of time, youll recoup those costs, but if youre only looking at one year, youre not going to budget for solar panels. If youre looking at the long term, the cost makes more sense.

The tipping point for much sustainable design and technology will come when those costs approach those of traditional methods across the board and many in the industry say those days are getting closer. When green materials become cheaper to acquire than previous materials, we project there will be a huge increase in the desire for this type of technology, Loeffler said.

Until then, we try not to push the issue too hard. We engage every client in the discussion, but they have different comfort levels. At the end of the day, were there to meet their needs and goals, and we work with them.

Hartman is happy he works in a state which saw the value of renewable-energy credits and green standards well before most other states did.

Massachusetts has been progressive, and they did those things so we wouldnt be so reliant on fossil fuels from other countries, he said. Its really exciting nowadays.

On the opening morning of the Battle of Vimy Ridge, Capt. Thain MacDowell ran towards enemy lines through a welter of mud and craters, sleet and machine gunfire.

Around a sharp corner, he confronted a roomful of German soldiers. He turned and shouted to an imaginary group of Canadians behind him to hold their grenades. Seventy-seven Germans surrendered.

He sent the prisoners up the stairs in groups of 12 to conceal the fact they were surrendering to just three Canadian soldiers.

They had plenty of rations but we had a great time taking them prisoner, MacDowell wrote in a dispatch later that day, April 9, 1917.

His act of courage and deception would earn him the British Empires highest decoration for military valour. One of four Canadians awarded the Victoria Cross at Vimy Ridge, MacDowell was the only one still alive six months later when he returned home to Brockville on sick leave.

MacDowell was not sick in the conventional sense: He was suffering from what military doctors called war neurasthenia, or shellshock. His symptoms included depression, insomnia, headaches, irritability, fever, perspiration, difficulty concentrating and decreased energy. He also had a slight speech impediment.

MacDowell was one of 10,000 Canadian soldiers diagnosed with shellshock during the First World War.

The condition baffled doctors and challenged military leaders, who didnt know how to deal with the flood of traumatized soldiers that accompanied every major battle.

Some attributed the phenomenon to emotional weakness or malingering. More than 300 British and Commonwealth soldiers were executed for cowardice or desertion during the war, including 23 Canadians.

An unknown number of them suffered from what today we would call post-traumatic stress disorder (PTSD).

War has inflicted trauma on successive generations of Canadian soldiers whose psychiatric injuries have been variously labelled shellshock, battle exhaustion, combat stress reaction and PTSD. The evolution of that diagnosis has traced a century of conflict: It is a story of service and science and suffering.

In February 1915, British psychologist Dr. Charles Myers was the first to identify the phenomenon of shellshock. In the medical journal The Lancet, Myers recounted the case histories of three soldiers traumatized by shell explosions. Curiously, he said, the soldiers hearing was little affected, while other functions such as sight, smell, taste and memory were damaged.

The close relation of these cases to those of hysteria appears fairly certain, he concluded.

Hysteria was a mental disorder, attributed mostly to women at the time, which typically featured nervousness, fainting or fits. Shellshocked soldiers could be rendered mute or left with partially paralyzed limbs.

Some doctors theorized that shellshock was the result of a physical brain injury caused by soldiers repeated exposure to blast waves from exploding shells a new part of industrialized warfare. Others pointed to afflicted soldiers who had never been in an explosion to argue that the condition was due to a weakness of the nervous system, neurasthenia, triggered by the general stress of war.

The worlds first personality test was developed in an attempt to identify recruits with the emotional instability that could put them at risk for shellshock.

Treatments were mostly experimental, and sometimes, horrifying.

In December 1916, Myers spearheaded the establishment of specialized medical units near the frontlines to assess and treat traumatized soldiers using Freudian talk therapy. Theorizing that shellshock was a stress disorder, he believed a patient had to relive his experience to reintegrate the traumatic event with his conscious mind.

A Canadian psychiatrist, Dr. Lewis Yealland, was the leading proponent of an altogether different school of thought: that shellshock was a kind of personal failure.

Yealland, a clinician at Londons National Hospital for the Paralyzed and Epileptic, was convinced he could recondition traumatized soldiers through the power of suggestion. He regularly accompanied those suggestions with powerful electric shocks, and sometimes, cigarette burns. He used electrotherapy on 196 patients during the war, and published his results in a disturbing 1918 book, Hysterical Disorders of Warfare.

No one, including Yealland, could suggest that war hero Thain MacDowell lacked battlefield courage or personal fortitude.

Awarded the Victoria Cross in June 1917, MacDowell was hospitalized in England and sent home to Canada in October. He spent three months at Brockville General Hospital where, according to his medical history, he suffered a nervous breakdown.

In January 1918, after a period of rest, he was deemed fit for service again: Officer shows much improvement since last examination has regained his emotional control. No attacks of crying since Nov. 17.

MacDowell returned to England in February 1918, and spent the year in officer training as the First World War raced towards its bloody conclusion. He returned to Canada in December, one month after the armistice, and again sought help.

A medical history taken at the time says: Officer states that he tires easily and cannot sleep. Has not slept well since Nov. 1916. He may sleep 3 to 4 hours a night if there has been no excitement.

(In November 1916, MacDowell was thrown into the air by a shell blast at the Somme; he earned the Distinguished Service Order for his role in capturing three machine gun posts during the same battle.)

In January 1919, MacDowell was made commanding officer of a demobilization unit in Ottawa, where he was also an outpatient at the Sir Sandford Fleming Convalescent Home. He could only manage the work for a few months. By August 1919, he was an in-patient at Montreals Ste. Anne de Bellevue Hospital, complaining of depression, insomnia, restlessness and irritability.

He tires very easily and in all work loses interest, reads his medical case history.

In Montreal, he was prescribed massage and hydrotherapy, a popular method for treating mental illness in the early 20th century. Warm, continuous baths were used to treat agitated patients; they were often bathed in a darkened room for hours, sometimes days, at a time.

In October 1919, after MacDowell was deemed medically unfit for service and discharged, he returned to Ottawa, where he slowly recovered his mental health. His military file does not disclose what treatment he received.

For five years, he worked as private secretary to the minister of defence, and in 1929, married Norah Hodgson, of Montreal. They had two sons. He later entered the mining business as an investor and executive.

MacDowell died of a heart attack in March 1960. He was 69.

In the Second World War, signalmen maintained communication links between frontline officers and headquarter staff who managed the battlefield.

Enemy forces regularly used signalmen they carried radios on their backs to aim their artillery since they knew officers would be nearby. It made Signalmen William Ted Patrick a target in 1944 as he fought his way north through Italy with the Irish Regiment of Canada. He suffered perforated eardrums from shells exploding so close to him.

Patricks Italian campaign had other harrowing moments. In the Moro River Valley, he saw a heavily pregnant woman ripped open by a landmine. During another advance, he had to cover the lighted dials of his radio as German soldiers walked past him into an ambush.

He did not seek help for the profound anxiety he suffered.

Infantry soldiers like Patrick were the primary victims of battle exhaustion in the Second World War. Research by Canadian military historian Terry Copp, a professor at Wilfrid Laurier University, found that 90 per cent of Canadas battle exhaustion cases came from ground troops.

In part, that was a reflection of the Royal Canadian Air Forces uncompromising attitude towards aircrew members who developed psychiatric problems and refused to fly. Such airmen were branded as lacking in moral fibre or LMF; they were often demoted or dishonourably discharged.

The Canadian army took a more pragmatic view. Its senior psychiatrist, Col. Frederick Van Nostrand, wanted battle exhausted soldiers treated quickly while close to the frontlines so they could be promptly returned to action.

It meant that as Canadian forces fought through Normandy, hundreds of soldiers were treated each week at field dressing stations for acute battle stress. Typically, they were sedated for 24 hours, given two days of rest, and counselled by a therapist. Many were returned to action only to suffer another breakdown.

Battle exhaustion cases represented one-quarter of all wounded soldiers among Allied forces.Those numbers caught military planners by surprise in Canada, where medical officers had tried to weed out recruits with emotional instability.

The methods that were used were no better than flipping a coin, Copp, the author of two books on the history of combat stress, said in an interview. None of it worked in terms of predicting who would break down or who would not break down under conditions of combat.

In a prophetic report filed at the end of the war, Van Nostrand said he was unsure doctors would ever solve the vast problem of the psychiatric breakdown of soldiers during war.

It is my opinion, he wrote, that the methods now employed in the British, American, and Canadian armies will not materially lower the incidence of psychiatric casualties in a fighting force.

There are various reasons for these opinions but two of them are fundamental: First, there is direct conflict between the needs of the service and the needs of the individual soldier as assessed by his physician. Secondly, the attitudes and behaviour of the successful soldier are contrary to most of his previous teaching. He must not allow death or mutilation of his comrades to prevent him from reaching his objective, and finally, he must pretend that he is glad to risk his life for that cause.

Van Nostrand pleaded with military planners to accept that normal people cannot always manage the exceptional stress of war. Every soldier has his breaking point, he warned.

After the Second World War, Patrick returned home to Ottawa and buried his memories. It was a common approach. He married, took a job in the civil service, and launched a bee-keeping business to supplement his income.

All the while, however, the tide of war washed over his subconscious. Patrick sometimes attacked his wife in the middle of the night, believing her to be an enemy soldier; she eventually began to sleep in a separate bedroom. Other times, hed wake up sobbing.

Patrick scrupulously avoided the legion hall and regimental reunions anything that brought the war to mind. He was also extremely cautious. He didnt like to go to unfamiliar places; he was, he said, like a rat that stayed close to a wall.

I would not take a chance on getting hurt or having the family hurt. I was always extremely cautious and went around danger, he once told an interviewer.

It wasnt until the 1980s that Patrick was finally diagnosed with PTSD; his psychiatrist urged him to confront his wartime trauma. Talking about his experiences and sharing his memories eased Patricks anxiety. Late in life, he became a dedicated volunteer at the Canadian War Museum and travelled to Holland for ceremonies to commemorate the countrys liberation.

He died in February 2015.

Gordon Forbes, 76, of Orlans, was on board H.M.C.S. Kootenay 50 years ago during the worst peacetime disaster in the history of the Royal Canadian Navy an event that would colour much of his life.

On Oct. 23, 1969, H.M.C.S. Kootenay was in the North Atlantic, returning to Halifax from a NATO naval exercise. At 8:21 a.m., during a full power trial a drill to test the destroyers performance at top speed an explosion ripped through the ships engine room. A mass of flames shot from a broken gearbox, setting fire to the 10 men inside of the room.

Only three escaped alive.

Thick black smoke quickly filled the lower decks, but its source wasnt readily apparent to those on the bridge, including Lt. Gordon Forbes, the ships weapons officer who was responsible for Kootenays 50 tonnes of ammunition.

Engineering Officer Al Kennedy, one of those to escape the engine room, stumbled into the bridge, blackened and badly burned: Fire in the engine room, he announced.

That posed problems. The ships firefighting equipment was stored near the engine room, and the ships main ammunition magazine was immediately behind it. A sailor reported the bulkhead between the two was already hot.

Divers donned tanks and masks to descend into the smoke: They retrieved the ships firefighting equipment and rescued sailors trapped by the blinding smoke. Forbes sprayed down the magazine to reduce the threat of a catastrophic explosion.

If the magazine had blown up, it would have destroyed the ship, he told this newspaper.

It took about three hours to bring the fire under control; the magazine was then flooded to better stabilize the munitions.

Those on board were told not to talk about the disaster, which had killed nine of their fellow sailors. No one really knew how to deal with it, said Forbes.

At the time of the Kootenay disaster, the Vietnam War was in full swing: In 1969, the number of deployed U.S. troops peaked at 549,000.

Curiously, few soldiers reported battle fatigue symptoms in Vietnam. Army officials attributed that development to limited battlefield exposure: Soldiers were rotated through the war on one-year tours of duty. It gave them a firm date by which their wartime ordeal would end.

Many military planners thought the problem of battlefield stress injuries had been solved.

Instead, of course, it had simply gone to ground. Tens of thousands of soldiers returned from Vietnam traumatized: afflicted by nightmares, insomnia, depression, rage, paranoia and addictions. Psychiatrists labeled the phenomenon delayed psychiatric trauma or post-Vietnam Syndrome since some thought the disorder was unique to Vietnam.

It was the first time that psychiatrists recognized that stress injuries were not always immediate, but could announce themselves months, even years, later.

Psychiatrists who worked with Vietnam veterans lobbied to have the disorder formally recognized, and in 1980, the authoritative American Psychiatric Association made PTSD part of its Diagnostic and Statistical Manual of Mental Disorders.

The formal recognition of PTSD had profound consequences and allowed for better diagnosis and treatment. Therapists recognized the same disorder in Holocaust survivors, sexual assault victims, first responders and others afflicted by traumatic events such as the Kootenay explosion.

Sub-Lieut. Clark Reiffenstein, one of those who donned scuba gear to plunge into the ships smoke-filled lower decks, died of suicide one month after the fire. He was posthumously awarded the Star of Courage.

Many other Kootenay sailors struggled with alcoholism, nightmares and anxiety.

In 1990, Gordon Forbes was diagnosed with clinical depression soon after retiring from the navy. He suffered from paranoia and had difficulty sleeping. His condition was later linked to PTSD and recognized as a service injury by Veterans Affairs Canada.

It was one measure of the advance in the militarys approach to psychiatric infirmity.I was very pleased that they started to recognize PTSD, he said, and not just throw people out of the service on medical grounds, which is what happened to people who went to get help after the Kootenay fire.

In 2010, Forbes published a book, We Are As One, about the disaster and its emotional aftermath. Researching and writing the book, he said, was a cathartic experience for everyone involved: I had so many men come up to me after I wrote the book and say, I thought I was the only one.

Ten years ago, in March 2009, Master Cpl. Natacha Dupuis was put in charge of her first mission with the reconnaissance squadron of the Royal Canadian Dragoons: a week-long foot patrol in Kandahar Province.

Qualified as a tank gunner, she had served in Bosnia and was on her second tour of duty in Afghanistan.

Leaving the Forward Operating Base Frontenac, a military outpost near Kandahar, Dupuis led her patrol to a hilltop camp. The next morning, as the patrol departed, a massive explosion ripped into the armoured vehicle behind Dupuis vehicle. The 14-tonne Coyote was blown into the air and landed on its roof.

Dupuis helped to collect the remains of two dead soldiers while preparing for a secondary attack that never came.

Her team was quickly evacuated, but Dupuis kept reliving the incident and re-imagining the terrible scene. For days, unable to turn off her flow of adrenaline, she couldnt sleep. A psychiatrist prescribed her sleeping pills, but she struggled through each day and often sought out a private place to cry.

She willed herself through her final two months of service in Afghanistan.

As soon as she returned home to Petawawa, however, she fell apart: Dupuis suffered powerful flashbacks and panic attacks that left her gasping for air. Diagnosed with PTSD, she transferred to Ottawa, then took a leave. She left the military for good in 2014.

Her story is a familiar one. A Veterans Affairs Canada report last year revealed that about 16 per cent of Canadas Afghan veterans more than 6,700 soldiers have been diagnosed with PTSD.

The PTSD rate remained high in Afghanistan even though the military had tried to carefully prepare soldiers for the stress of war.

Soldiers were briefed about the nature of stress injuries and the importance of seeking early treatment. Those leaving Afghanistan were given an overseas decompression period and repeatedly screened for PTSD or related afflictions. But the psychological inoculation of soldiers did little to reduce the overall incidence of PTSD.

I personally feel I was absolutely ready to face going to Afghanistan, said Dupuis. I was given very good training and it showed. We were able to react to the IED attack. But how do you prepare people to see a horrible scene like that?

After her diagnosis, Dupuis explored a variety of treatments, including cognitive therapy, a kind of talk therapy designed to help patients identify negative patterns in the way they perceive and deal with everyday events.

At Montfort Hospital, she tried a newly developed treatment, eye movement desensitization and reprocessing (EMDR), which had been shown to help people process their traumatic memories through a series of guided, rapid eye movements. The therapy is believed to mimic the beneficial effects of rapid-eye movement (REM) sleep, which plays a role in the healthy storage of emotional memories.

EMDR was really difficult, said Dupuis. It would drain me a lot because it takes you right back to the trauma: You would feel like you are still there.

Hardware Review: Go-tcha Evolve – The Pokmon GO Plus Killer – Nintendo Life

Accessory maker Datel has had two attempts at making the ultimate Pokmon GO companion device: the Go-tcha and the Go-tcha Ranger. Both mimic the functionality of the Pokmon GO Plus (and the later Pokball Plus) but with one massive advantage they automate functions such as swiping nearby Pokstops and catching 'mon, so you don't have to interact with the device at all; it does all of the busy work for you.

We really like both of the previous Go-tcha devices, but with one huge caveat both of our review units completely failed after a few months (we actually had two of the original Go-tcha units die on us). Reliability is clearly a big problem with these devices, which makes reviewing the Go-tcha Evolve a little tricky; as much as we like it (and believe us, we do), we can't be entirely sure it will still be ticking over in six months. But for the time being, let's approach this latest accessory with a fairly open mind.

Like the original Go-tcha, the Go-tcha Evolve resembles a fitness tracker. It's a much larger unit than the original, but its design is arguably less obnoxious, so you don't need to feel self-conscious about wearing it in public (it's certainly a lot less obvious than the Pokmon GO Plus with its flashing multicolour LED). The strap is available in four colours Dynamic Grey, Trailblazer Blue, Globetrotter Green and Daredevil Red and is pretty comfortable. The main unit has a reasonably bright colour screen which displays information and cute little animations, and can be interacted with via a single touch-sensitive button.

Charging is handled by a full-size USB port which is accessed by removing the upper part of the strap. This is quite a tough process (so much so that the unit comes with an instruction sheet focused purely on how to charge the device) and it often feels like you're going to break something; Datel recommends that you remove it by pulling it at a 45-degree angle. This connection also means that the Go-tcha Evolve isn't water-resistant, so you'll want to make sure you remember to take it off before having a bath or shower. The unit takes about 1 and-a-half hours to fully charge, and a charge lasts a fair few days, depending on how much you use the device. For example, after a week of fairly casual use, our unit still has a single bar of battery remaining.

Tapping the single button on the front of the unit wakes it from sleep, and subsequent taps move you through the menu system one option at a time. You can choose to toggle things like auto-catching (of both known and unknown monsters you can choose to ignore ones you already have in your Pokdex) and auto-swiping of Pokstops, as well as vibration alerts. The unit will also show if your Go-tcha Evolve is currently connected to your phone, and you can choose to have it display the time and date when it wakes from sleep, instead of the standard startup animation. You can choose to turn off the automatic processes if you so wish, and manually tap the device to execute a catch or Pokstop swipe.

But that's not all! There's a pedometer that tracks how many steps you've taken, and it's pretty accurate from what we can ascertain it kept pace with our Apple Watch, at least. You can also choose to totally silence the device so no alerts come through, which is handy when you're in a quiet environment and don't want it constantly flashing and vibrating. Speaking of the latter, the motor inside the Go-tcha Evolve is a little bit feeble and unless you're standing totally still, you often can't feel when it's vibrating.

The Go-tcha Evolve is listed as being compatible with the iPhone 5s, iPhone 6, iPhone 6 Plus, iPhone 6S, iPhone 6S Plus, iPhone SE, iPhone 7, iPhone 7 Plus, iPhone 8, iPhone 8 Plus, iPhone X, iPhone XS, iPhone XS Max, iPhone XR devices with iOS 10.0 or later installed. We'd also assume that the latest iPhone 11 models are supported. On the Android side of things, the requirement is a device with 2 GB RAM or more, Bluetooth Smart (Bluetooth Ver. 4.0 or higher) capability, and Android 5.0 or higher. There's a dedicated app available for both iOS and Android which allows you to toggle various settings more easily, as well as download firmware updates for the device itself. To connect the Go-tcha Evolve to the app, you'll need to make sure it's not currently connected to Pokmon GO itself.

As you might expect, the Go-tcha Evolve behaves very much like a Pokmon GO Plus, albeit with the ability to automate functions. Pokmon GO sees the device as a Pokmon GO Plus, so there's no way that Niantic can 'disable' it from the app (it's worth stressing that this product is 100% unofficial and not sanctioned by Nintendo, The Pokmon Company or Niantic). However, it also means that the Go-tcha Evolve is subject to the same limitations as the Pokmon GO namely, it won't stay connected forever and often disconnects at seemingly random times. We assume this has much to do with how your phone handles RAM management (we were using an iPhone XR, which has a rather pathetic 3GB of memory), but it's hardly a deal-breaker; when it happens, you just open the app, tap the Pokmon GO Plus icon, wake the Go-tcha Evolve and the connection is re-established.

Right now, we can't fault the Go-tcha Evolve. It improves on the original model and the full-colour screen is a real bonus. It's slightly larger, but it's not what we'd call an ugly product so there's no real shame in being seen wearing it when you're out and about. Battery life is good, and the fact that it tracks your steps as well as helps your monster hunting makes it even more appealing (especially as the process of playing Pokmon GO is sure to boost your daily step count).

The real question is: how long will this thing last? Datel's track record in this regard leaves something to be desired, and while we can't say for sure that the Go-tcha Evolve will suffer the same fate as its flaky predecessors, we can only offer a cautious recommendation at present. We'll update this review if the situation changes over the next few months, but for the time being, this appears to be the dream device for dedicated Pokmon GO players.
